进奏官从唐到宋的演变初探

【摘要】：唐、五代时期,进奏官始终代表藩镇利益,不仅发行进奏院状,还负责地方与中央之间的信息传播工作,深度参与政治并有诸多非法行为。宋代不仅收缩进奏官的职务范围,强化官文书的保密性以防进奏官泄密,还不断细化对进奏官违规传播行为的惩罚措施,降低进奏官的待遇水平。从唐经五代到宋,进奏官由主动的传播者和强势的参政者转变为被严格控制、地位低微的"传声筒",这是中央集权加强的趋势下控制政治信息传播的重要手段。
[Abstract]:In Tang and five dynasties, the officials always represented the interests of San Francisco, not only issued into the court, but also in charge of the information dissemination between the local and the central government, deeply participated in politics and had many illegal acts. The Song Dynasty not only shrinks the duty scope of the official, strengthens the secrecy of the official document to prevent the official from divulging the secret, but also refines the punishment measures of the illegal communication behavior of the official, and reduces the treatment level of the official. From the Tang Dynasty to the Song Dynasty, the leading officials changed from the active communicators and the powerful participants in politics to the "trumpeters" with strict control and low status, which is an important means to control the dissemination of political information under the trend of centralization.
