清代长江救生红船的公益性与官办体系的衰败

【摘要】:清代没有将长江救生、捞浮、收v完全推向社会和民间,更没有将之作为一种商业救护而直接向沉溺者收取救护、打捞费用,显现了清代社会对内河水上救护的重视。特别是在公益救生中对获救者发给获救路费,对沉溺者无偿提供棺木、义地,掩埋并立碑和对无名尸身坟按时祭扫的公益行为,对今天也有较大的参考价值。但清末"额设救生船日久弊生,有名无实",进而民间善堂积极参加公益救护,但官府又对救护中的弊端疑心重重。总的来看,清末救生红船公益制度在面对整个社会风气的积弊,制度的实施往往显得力不从心,效果受到极大的影响,可见当时社会风气对救生体系侵蚀的严重。
[Abstract]:In the Qing Dynasty, the Yangtze River was not saved, floated, and completely pushed to the society and the folk, and it was not directly collected from the drowning as a kind of commercial rescue, which showed that the society of the Qing Dynasty attached importance to the rescue of the inland river on the water. Especially the commonweal behavior of paying the saved road fee to the rescued person in the public welfare life-saving, providing the coffins, the righteous land, burying and erecting a monument, and sacrificing the unknown body grave on time are also of great reference value today. However, in the late Qing Dynasty, "the establishment of life-saving boats had a long history of harmfulness, and there was no real name", and then the folk charity hall took an active part in the public rescue, but the government was suspicious of the drawbacks of the rescue. In general, the public welfare system of life-saving red boat in the late Qing Dynasty often appeared to be unable to carry out the system and its effect was greatly affected in the face of the accumulated disadvantages of the whole social atmosphere. It can be seen that the erosion of the life-saving system by the social atmosphere at that time was serious.
