康雍乾时期河北地区的农业灾害与农民的经济生活

【摘要】： 历史上河北地区就是水旱等农业灾害的多发区，康雍乾时期更为突出。但是由于这一时期政府的重视、人民抗灾能力的提高，农业灾害并没有摧毁农村经济和农村社会。当今，水旱等农业灾害也是影响农业生产、农村稳定的一个突出问题。因此，研究这一时期的农业灾害无疑对当今的抗灾、减灾工作及农业生产具有重要的借鉴意义。 到目前为止，学术界在此领域已有的相关成果不足之处在于：宏观上，专门的河北地区农业灾害的研究不多，把康雍乾时期作为一个整体来研究的更少；内容上，侧重于政府的赈济措施，缺乏对农民自身的抗灾、减灾措施及政府防灾措施的研究。侧重于灾害的政治影响，而对灾害对农民经济生活的影响注意不够。为此，笔者选定“康雍乾时期河北地区的农业灾害与农民的经济生活”这一论题作为硕士论文研究对象，拟为河北地区抗灾、减灾工作及农业生产做一些力所能及的工作。 具体说来，本文主要从如下四个方面进行论述： 一、康雍乾三朝河北地区农业灾害的基本特征。通过对史料的分析、比较，笔者认为水旱灾害中以一般灾害和大的灾害为主。时间上，旱灾以春旱、春夏旱为主。水灾多发生于夏秋之际；空间上，衡水、石家庄、邯郸既是水灾多发区，又是旱灾多发区。导致灾害发生的因素主要有如下几点：第一，自然灾害因素。第二，农业耕作因素。第三，，缺乏长远的综合治理之计。第四，人为因素。因此要减少水旱灾害的影响，必须从自然环境、社会制度与环境两方面入手。 二、灾害影响下的农民经济。笔者注意到农业灾害直接造成粮食的减产，从而影响到粮价的波动。伴随而来的是人口流移，土地关系的变动，租佃形式的变化。与以往研究不同的是，笔者还特别注意到：不同地区的主要灾害是不同的，即使是同一种灾害对各个地区的影响程度也不相同。接着笔者对造成这种灾害经济后果地区差异的因素进行了分析。原因主要有四点：第一，自然因素。第二，农作物布局。第三，人口、经济因素。第四，防灾、抗灾的设施与能力。 三、康雍乾时期河北农民的贫困化及其程度分析。在这部分笔者对灾害前后农民生活状况进行比较，对民变进行了分析。指出：随着人口的增加，农民的贫 困化是一种趋势。农业灾害不是导致农民贫困化的唯一因素，而是加强了农民贫 困化的趋势，但农民没有到“人相食”的地步，因灾而导致的民变很少。接着笔 者对农业灾害造成危害小的原因进行分析，认为是由于政府、农民及社会的各种 灾前预防及灾后救助措施比较充分、及时，从而使农业灾害对农民经济生活的冲 击减小。近而指出抗灾、减灾需要政府、社会、个人三方面力量的共同努力。 四、总结。全文认为康雍乾时期河北地区农业灾害爆发频繁，影响了农民正 常的经济生活，加强了农民贫困化的趋势。但由于政府政策的支持，使传统农民 具有了一定的抗灾能力。在传统条件下农民很难完全依靠自身力量抗灾、减灾， 为了达到稳定生产和维持生计的目的，一个良好的或有利的社会与制度环境条件 是必不可少的。 通观全文，文章最大的创新之处在于：运用史学、经济分析的方法，对康雍 乾时期河北地区的农业灾害与农民的经济生活进行了整体研究。
