【摘要】： 职官制度作为政治制度的重要组成部分,是推动各种政治制度运行的具体实施者。在官制的具体运作过程中,举凡决策、施政、审核、监察、赏罚等一切政治行为,都离不开品级各异的众多职官。职官在整个政治运作过程中居于能动的地位,职官制度实为政治制度的核心。职此之故,职官制度的研究,在政治史研究中也就具有举足轻重的地位。唐代中央职官制度,继承了前此演变数百年至隋唐基本定型的三省六部制,其中尚书省是唐代中央行政执行部门,设有吏、户、礼、兵、刑、工六部,这一设置对唐及其以后各代的政治制度皆有深远影响,系统了解各部职官职能的具体运作可以加深对制度史的认识。勾检制度作为唐代职官制度的一个重要组成部分,在保证唐代行政机构高效运转、中央决策合理化和科学化、纠核行政失误等方面均发挥了重要作用。对唐代勾检制度进行系统考察,有助于推动唐代职官制度史的研究。第一章,勾检制总论。主要内容:(1)尚书都省、刑部比部司、御史台、九寺五监、地方行政机构勾检官的职能。(2)决策机构的勾检职能。在中央,唐初的中书、门下等宰相集团、谏官班子等对决定国家大政方针的诏书进行勘覆、纠察失误,藉此程序以尽可能地保证合理决策、科学决策,而宰相、谏官于无形之中亦充当了勾检官的角色。(3)勾检制度不能并列于决策、行政和监察三大系统,勾检官系统属于三大系统,对三者具有依附性。第二章,比部的勾检职能及其演化。主要内容:(1)比部负责对中央和地方的财务收支、百官俸禄等财经事宜进行勾检。(2)唐代中后叶,比部的主要职能发生了转变,表现为由财务勾检演化成主要制定诏令。(3)重点分析了比部职能转化的原因,主要是因为比部郎的出身发生变化的缘故。第三章,勾检官的职能(上)。主要内容:(1)尚书省左右丞、尚书都省左右司郎官等官员的行政和财务勾检职能。(2)御史台主簿、监察御史、殿中侍御史等官员勾检财务隐漏和各级官吏的违失行为。(3)州府录事参军、司录纲纪六曹和勾检属县职能。第四章,勾检官的职能(下)。主要内容:(1)使职勾检官的职能。重点谈到了覆田劝农使勾检逃户隐漏、解县榷盐催勘使勾检盐务盗没、度支使司及其属官的行政和财务勾检等情况。(2)勾检官的司法审判职能。尚书左丞、州县录事参军、比部郎官等勾检官不仅有财务和行政勾检职能,还有按狱判刑职能。(3)勾检官令史的职能。唐代低级勾检官令史不仅有勾检职能,而且有制造文书、保存档案的职能。与勾检职能相较,造作、保存文书的职能更加凸显、也更加重要。第五章,附论北朝至隋唐、五代十国勾检制度演变。(1)北朝隋唐时期勾检制度的演变。北魏时,已有尚书左丞和尚书省令史勾检簿书、纠举地方官不法事的记载。东魏北齐时,也有相关官员勾检钱谷籍帐的记录。隋时因仍前朝旧制不变,至于唐季,勾检制度较为完善,其表现为勾检官类型多样,勾检的职能也有很大的扩展。(2)五代十国时期勾检制度的演变。五代时,除了三司使负责勾检外,还出现了一种新的勾检官—孔目官。勾检官的序列中也出现了宦官的身影。

The second chapter is check function and the evolution of the Ministry. The main contents: (1) than for financial revenues and expenditures of the central and local governments, the salary and other financial matters check. (2) in the Tang Dynasty after the leaves change than the main function department, from financial check into the main setting Dahir. (3) analyze the reasons than department function transformation, mainly because of changes in the background than department Lang's sake.
The third chapter, the cancels examines function (on).
