喀什噶尔参赞大臣和瑛与喀喇沙尔亏空案

【摘要】：清代边疆重臣和瑛,于嘉庆七年因事被贬乌鲁木齐效力赎罪。八年十月诏命为喀什噶尔参赞大臣,十一年正月离任。三年的喀什噶尔参赞大臣任职期间,和瑛最为浓彩的政事即是对喀喇沙尔亏空案的处理,该案的处置对新疆当时的政治社会稳定、经济发展、边防的巩固产生了一定影响,对稳定新疆特别是天山南路局势有重大效果,并且对清中期后清政府对回疆的经营与管理也有一定的影响,更为清政府巩固在新疆的统治作出了一定贡献。但传统的西域/新疆文献对此并无记载,而中国档案文献却保存诸多相关资料,对中国第一历史档案馆藏档案等稀见史料的梳理,对于我们了解当时震动全国的喀喇沙尔亏空案的细节有较多揭示。其中,大量资料均为首次公布并进行集中梳理,有助于对喀喇沙尔亏空案进行细致研究,填补当前学界对清代中期的新疆反腐研究的诸多空白。
[Abstract]:In the Qing Dynasty, he was exiled to serve in Urumqi for seven years in Jiaqing. Eight years ago, he was appointed Counsellor of Kashgar, leaving office in the first month of 11 years. During his three years in office, Counsellor Kashgar was appointed Minister of Counsellor of Kashgar. The most concentrated political affairs of Heying were the handling of the Kalashar deficit case, which had a certain impact on the political and social stability, economic development, and the consolidation of the frontier defense in Xinjiang at that time. It has great effects on stabilizing the situation in Xinjiang, especially the South Tianshan Road, and also has a certain impact on the operation and management of the Qing government returning to Xinjiang after the middle of the Qing Dynasty. The Qing government made some contributions to the consolidation of the rule in Xinjiang, but the traditional Western region / Xinjiang literature did not record this, while the Chinese archival documents kept a lot of relevant materials. The combing of rare historical materials such as the archives of China's first historical archives reveals more details of the Kalashar deficit case, which shook the whole country at that time. Among them, a large number of materials were published for the first time and collected and combed together. It is helpful to make a detailed study on Calashar's deficit case and fill in the gaps in the current academic research on Xinjiang's anti-corruption in the middle of Qing Dynasty.
