【摘要】：汉代北部边郡屡遭匈奴之害,西汉为此长年屯兵北境。为了解决驻军的军粮问题,政府需要从内郡千里运粮至边郡。西汉中期以来,随着军队屯田政策的施行与北部边郡农业开发的顺利开展,西汉政权大胆改革创新,将内地征粮制改为从边郡市场籴粮,同时配套实施大规模移民实边,支持发展粮食贸易等政策,不仅节约了政府的巨额开支,减少了百姓的赋税徭役,也有力推动了边疆开发。东汉时期政府实施边民内迁政策,加之受到自然灾害的影响,这一制度逐步被取代,但是这一制度对后世产生了深远影响。
[Abstract]:In the Han Dynasty, the northern county was repeatedly harmed by the Xiongnu, and for this reason, the Western Han Dynasty stationed troops in the northern border for many years. In order to solve the garrison problem, the government needs to transport grain from Inner County to Bian County. Since the middle of the Western Han Dynasty, with the implementation of the army's policy of opening up fields and the smooth development of agricultural development in the northern border counties, the regime of the Western Han Dynasty boldly reformed and innovated, changing the grain collection system from the border county market to buying grain from the border county market, at the same time supporting the implementation of large-scale emigration. The policy of supporting the development of grain trade not only saves the government's huge expenditure, reduces the people's taxes and corvee, but also promotes the development of the frontier area. During the Eastern Han Dynasty, the government carried out the policy of moving the border people internally, and was affected by natural disasters, which was gradually replaced, but this system had a profound influence on later generations.
