清代三姓副都统衙门职能研究

【摘要】：三姓副都统衙门是清政府在东北设置的军政一体的行政管理机构，为吉林将军统辖下的五个副都统衙门之一，其管辖区域包括松花江下游、黑龙江下游、乌苏里江流域以及库页岛，境内有赫哲、费雅喀、恰喀拉等众多少数民族。三姓副都统衙门具有军事、民政、民族管理和经济管理等诸多职能。本文的主体就分三部分对三姓副都统衙门的军事、民族管理和民政及经济职能作详细的归纳、整理、研究。三姓副都统衙门的军事职能是通过八旗驻防实现的，其中又以卡伦驻守为主要形式。三姓副都统衙门的军事职能有对外和对内两方面：对外防御和抗击沙俄侵略，，对内则积极镇压辖区人民反抗，维护当地的统治秩序。三姓副都统衙门以编旗和编户两种方式对东北边疆的众多少数民族实行管理。编旗使这些少数民族的一部分成为满洲人，其余部分则进行编户，通过贡貂来实现对国家承担的义务。管理贡貂是三姓副都统衙门最重要的职能之一，此外它还对各少数民族进行司法管辖和办理少数民族进京娶亲事务，并在1861年中俄分界后积极安抚留在境内的赫哲族，同时妥善安置从境外回归的少数民族。二姓副都统衙门还具有民政职能和经济管理职能。民政职能包括管理旗务和民户，实行赈济以及各种司法事务。经济管理职能则包括参务、监管贸易、征税和办理一些实业等等。三姓副都统衙门在发展和运行中也存在着一些不足之处，但从总体来看，二姓副都统衙门在存在的170多年中，对这一地区进行了有效的管辖，对东北边疆的稳定起到了重要作用。研究三姓副都统衙门的职能对探索机构设置及边疆管理等方面都有着重要的现实意义。
[Abstract]:The three surnames of the deputy du Tong Yamen are the administrative and administrative organs set up by the Qing government in the northeast of China. They are one of the five deputy capitals under the control of General Jilin. Their jurisdiction includes the lower reaches of the Songhua River and the lower reaches of the Heilongjiang River. Wusuli River Basin and Sakhalin Island, within the territory of Hezhe, Fayakha, Chachara and many other ethnic minorities. The three-surnamed Vice-du General Yamen has many functions, such as military, civil affairs, ethnic management and economic management. The main body of this paper is divided into three parts to make a detailed summary, arrangement and study on the military, ethnic management, civil affairs and economic functions of the Yamen with three surnames. The military function of Yamen was realized through the garrison of eight banners, in which Karen garrisoned as the main form. The military functions of the three subduals were external and internal: foreign defense and resistance to Russian aggression, and internal active suppression of the people's revolt and maintenance of the local ruling order. The three-surnamed Vice-du General Yamen manages many ethnic minorities in the northeast border area by means of flag compilation and household compilation. Flag making some of these minorities become Manchu, the rest of the household, through gongmink to fulfill their obligations to the state. The management of the Gong mink was one of the most important functions of the Yamen, which had three surnames, and it administered jurisdiction over the minority nationalities and handled the affairs of minority nationalities entering Beijing for marriage. After the Sino-Russian border demarcation in 1861, it actively appeased the Hezhen people who remained in the country. At the same time, properly resettled ethnic minorities returning from abroad. The second name is vice-du Yamen also has the civil administration function and the economic management function. Civil administration functions include the administration of flag and civilian households, relief and various judicial services. Economic management functions include participation, regulation of trade, taxation and management of some industries and so on. There are also some deficiencies in the development and operation of the Yamen with three surnames, but on the whole, during the 170 years of its existence, the two surnames have exercised effective jurisdiction over this area. It plays an important role in the stability of the northeast frontier. It is of great practical significance to study the functions of the three-surnamed Vice-du General Yamen in exploring the establishment of institutions and the management of frontier areas.
