唐代恶钱治理规则的构建与运作

【摘要】：唐朝前期政府重视运用法律手段严惩盗铸,并辅以博换劣币、增发官钱、市易恶钱、规范流通、加强巡检勘验等经济、行政手段抑制恶钱的铸行、流布,构筑了因时制宜、张弛有度、日趋完善的货币法制体系,为唐代社会稳定与经济发展提供了比较坚实的法律保障。其恶钱治理诸举措,甚至成为后世创制与效法的直接蓝本。中唐以后,兵兴内外,役费并起,国用匮乏,钱荒日显,申严铜禁、惩治销钱、控制外流等逐渐成为唐朝钱法领域热议的新焦点,加之乾丰改制失败、官铸劣钱不绝如缕,恶钱治理成效欠佳,恶钱治理规则在唐代货币法制体系中的位置日渐边缘化。
[Abstract]:In the early Tang Dynasty, the government attached great importance to the use of legal means to severely punish stolen coins, supplemented by Bo for inferior coins, increased the issuance of official money, and the city was prone to evil money, standardized circulation, strengthened inspection and inspection, and other economic, administrative measures to curb the establishment of bad money, spread the cloth, and constructed measures to cope with the times. Zhang Chi's increasingly perfect monetary and legal system provided a solid legal guarantee for social stability and economic development in the Tang Dynasty. Its evil money management measures, even become future generations to create and follow the direct blueprint. After the middle Tang Dynasty, the army flourished both inside and outside, the conscription fee began to rise, the country was short of money, the shortage of money appeared day by day, imposed severe copper ban, punished and sold the money, controlled the outflow and so on gradually became the Tang Dynasty money law domain hot discussion new focal point, coupled with Qianfeng system reform failure, the official cast the inferior money inexhaustible, The effect of evil money governance is not good, and the rule of evil money governance is increasingly marginalized in the monetary and legal system of Tang Dynasty.
