我国西北边疆军屯制度研究

【摘要】： 军屯自古就是“内有亡费之利,外有守御之备”的治国安邦之策。军屯制度作为我国一项重要政治制度,其在发展中形成了自己的规律和特点,经过历史长河的洗礼显示了强大的生命力和影响力。军屯制度对我国西北边疆的稳定和开发意义重大。它对稳定西北国防、促进当地经济发展起到了十分重要的作用。研究我国西北边疆军屯制度的演变和特征对于当代西北边疆的稳定建设和繁荣,对于国家边疆少数民族地区政治制度建设有重要的启示和借鉴作用。 论文包括四部分：第一部分是绪论,主要阐述了目前学术界对于军屯制度的研究现状,提出本文的研究意义；说明了本课题的主要研究内容和使用的研究方法。 第二部分展现了军屯制度的内涵和基本内容,梳理和展现了军屯制度的历史流变,分阶段对军屯做了概括性的介绍。 第三部分分析我国的军屯制度在西北边疆演进呈现出的历史轨迹和特点,本文从军屯的理论、性质、机构设置、管理方式、实行效果、地点分布等方面对西北地区军屯进行了分析,归纳和总结出军屯制度发展演变的内在规律。 第四部分则是在总结军屯制度发展的历史经验的基础上,进一步提出这一重要政治制度施行的现实启示。本文认为,军屯制度的发展必须以促进民族繁荣为基本前提,必须在继续发展和推进过程中适应时代的变化发展,必须在威慑和建设中保持自身张力。
[Abstract]:Since ancient times, military-tun is the policy of administering the country safely and safely. As an important political system in China, Juntun system has formed its own laws and characteristics in its development, and has shown its strong vitality and influence through the baptism of the long history. The military-tun system is of great significance to the stability and development of the northwest frontier of our country. It has played a very important role in stabilizing northwest national defense and promoting local economic development. The study of the evolution and characteristics of the military and tun system in the northwest border area of our country has important enlightenment and reference function for the stable construction and prosperity of the contemporary northwest frontier area and for the political system construction of the national frontier ethnic minority area. The thesis includes four parts: the first part is the introduction, mainly elaborated the present academic circles to the military and military village system research present situation, proposed the research significance of this article; explained this topic the main research content and the use research method. The second part shows the connotation and basic content of the military and military tun system, combs and shows the historical evolution of the military and tun system, and makes a general introduction to the military and tun system in stages. The third part analyzes the historical track and characteristics of the evolution of China's military and tun system in the Northwest Frontier. This paper analyzes the theory, nature, institutional setting, management mode and implementation effect of military and military villages. This paper analyzes the military and military villages in Northwest China and summarizes the internal law of the development and evolution of the military and military villages system in the area of location distribution. The fourth part is on the basis of summing up the historical experience of the development of military and tun system, and further puts forward the practical enlightenment of the implementation of this important political system. This paper holds that the development of the military and tun system must be based on the promotion of national prosperity, must adapt to the changing development of the times in the process of continuous development and push forward, and must maintain its own tension in the course of deterrence and construction.
