制度安排者决定制度演变

【摘要】：由于各种已有制度演变理论(通常被不够周延地称为"制度变迁理论")都不尽如人意,就需提出新的解释。制度作为组织制定的规则,会有增减和变迁这两种演变形式。制度既然是组织制定的,其变更也只能出自组织而非其他任何东西。组织制定和变更制度都是为了实现自己的目的,但因组织中的制度安排者存在多种类型,使制定、变更制度的目的变得不一定是组织本身的目的,而是制度安排者自己的目的。不管是什么样的制度安排者,均会在四个节点变更制度。同时,制度也会在变换制度安排者之后发生变化。因此,所有制度变更都是因为制度安排者要变。虽有五种外部因素会对制度安排者的制度意图产生影响,但都起不了决定作用。既有制度究竟能不能变,尤其是究竟何时变和怎么变,最终还是得由制度安排者决定。
[Abstract]:Because of all kinds of existing theory of system evolution (often referred to as "incomplete" theory of institutional change) is not satisfactory, need to put forward a new explanation. As the rules formulated by the organization, there will be two forms of evolution, such as increasing or decreasing and changing. Since the system is made up by the organization, its change can only be derived from organization, not anything else. The purpose of making and changing the organization is to achieve its purpose, but there are many types of institutional arranger in the organization, so that the purpose of making or changing the system is not necessarily the purpose of the organization itself, but the purpose of the institutional arranger. No matter what kind of institutional arrangement, it will change the system in four nodes. At the same time, the system will change after the transformation of the institutional arrangements. Therefore, all the changes of the system are due to the change of the institutional arrangement. Although there are five external factors that have an impact on the institutional intentions of the institutional arrangements, they do not play a decisive role. Whether or not the existing system can change, especially when and how to change, is ultimately decided by the institutional arrangement.
