中国社会自组织功能构建与社会治理成本化解初探

【摘要】：社会治理过程蕴含着治理资源是否合理配置运作,其运作过程所形成资源消耗成本与过程本身自组织程度成反比,与被组织程度成正比。改善社会治理组织过程和运行机制是降低社会治理成本的关键所在。随着中国社会改革开放进一步深化,社会治理事务日益复杂繁重,政府社会治理成本呈现迅速上升的趋势,传统社会治理模式越来越面临着转型挑战。因此,充分认识中国社会自组织功能局限性,重构社会治理组织结构,增强政府社会治理自组织功能,是化解社会治理成本的重要切入点。
[Abstract]:The process of social governance implies whether the management resources should be allocated reasonably or not, and the cost of resource consumption formed by the process is inversely proportional to the degree of self-organization of the process itself. Improving the process and operation mechanism of social governance is the key to reduce the cost of social governance. With the deepening of China's social reform and opening up, the affairs of social governance are becoming increasingly complex and onerous. The cost of government social governance is rising rapidly, and the traditional social governance model is facing more and more challenges. Therefore, we should fully understand the limitations of social self-organization function in China and reconstruct the social governance organization structure. Strengthening the self-organization function of government social governance is an important breakthrough point to resolve the cost of social governance.
