公共危机决策监督存在的问题与对策研究

【摘要】：进入新世纪以来,随着我国市场经济的不断发展,社会改革包括经济体制和政治机制改革的全面不断深入,社会主义各项建设取得了空前的成就,但是与此同时,影响社会稳定的不确定因素也日益凸显,各种社会矛盾不断累积,社会公共危机频发,对我国的和谐社会建设造成了重大威胁,这些都迫切要求政府加强危机管理,提高危机决策能力,提升危机决策实效,有效应对和化解公共危机。公共危机决策是公共危机管理最重要的环节,公共危机决策活动贯穿了公共危机管理的始终,可以毫不夸张地说,公共危机决策关乎公共危机管理的成败。既然公共危机决策如此重要,那么如何保障公共危机决策能够落到实处并发挥应有的效力呢?笔者认为,强化公共危机决策监督是提升公共危机决策实效,进而应对和化解危机的关键。论文的绪论部分主要介绍了提出公共危机决策监督问题的背景,并对国内外关于公共危机决策监督的研究现状进行了述评,阐述了研究公共危机决策监督的方法和可能的创新点。论文的第一章主要介绍了公共危机决策监督问题提出的背景和意义,梳理了国内外对公共危机决策监督的研究现状,对文章的研究内容、研究方法和可能的创新点进行了说明。论文的第二章主要对公共危机决策监督的相关理论进行了阐述,从概念、内容、特征、基本原则等几个方面界定了公共危机决策监督的内涵,指出完善公共危机决策监督的意义主要包含减少公共危机决策失误、规范公共危机决策权的需要、提高公共危机决策效能三个方面。论文的第三章主要对我国公共危机决策监督的现状进行了阐述,分析了我国公共危机决策监督存在的主要问题和原因。论文的第四章主要介绍了主要西方国家在公共危机决策监督的概况,总结了相关经验和教训,提出了可供借鉴之处。论文的第五章主要探索了完善我国公共危机决策监督的具体途径。
[Abstract]:Since entering the new century, with the continuous development of the market economy in our country, the social reform, including the reform of the economic system and the political mechanism, has been deepening in an all-round way, and the socialist construction has made unprecedented achievements, but at the same time, The uncertain factors affecting social stability are also becoming increasingly prominent, various social contradictions are constantly accumulating, and social public crises occur frequently, which pose a major threat to the construction of a harmonious society in our country. All these urgently require the government to strengthen crisis management. Improve the ability of crisis decision-making, improve the effectiveness of crisis decision-making, effectively deal with and resolve public crisis. Public crisis decision-making is the most important link of public crisis management, public crisis decision-making activities throughout the public crisis management, It is no exaggeration to say that the public crisis decision is related to the success or failure of the public crisis management. Since the public crisis decision is so important, how to ensure that the public crisis decision can be carried out and play its due effect? Chapter 4th of the paper mainly introduces the general situation of the public crisis decision supervision in the major western countries, and summarizes the relevant experiences and lessons. Chapter 5th of the paper mainly explores the specific ways to improve the supervision of public crisis decision-making in China.
