好代表的民主释义:程序、目标和行动

【摘要】:好代表指的是理想中的民主代表形态,可以从代表的程序要求、目标指向和行动依据等三个层面来诠释它的民主内涵。好代表的程序层面展现的是对好代表的民主形式的限制,代表需要经历授权和问责来建立和完成代表关系;好代表的目标层面关注代表的现实表现与价值追求,包括代表应以倡导民主和维护被代表者的利益为宗旨来履行代表的政治职责;好代表的行动层面强调的是代表的功能和行为,代表需要具备一定的自主性和专业规范,以完成其积极聚集和回应民意的功能。这三个层面分别体现了好代表的三张面孔,好代表既是一种理想,也是一个随时可能到来的现实。在现实政治生活中,好代表的三张面孔是共融的、相互渗透的和相互嵌入的,程序面孔意味着任何失去制度化程序载体的代表理想,只能寄希望于偶然的运气;而目标面孔中的倡导民主和维护被代表者利益,唯有通过代表的实质性行动才能得以实现。
[Abstract]:Good representative refers to the ideal democratic representative form, which can be interpreted from three aspects: the procedure requirement, the goal direction and the action basis. The procedural level of good representative shows the limitation to the democratic form of good representative, the representative needs to go through the authorization and accountability to establish and complete the representative relationship; the goal level of good representative is concerned with the representative's realistic performance and value pursuit. Including that representatives should carry out their political duties with the aim of advocating democracy and safeguarding the interests of those represented; the operational level of good representatives emphasizes the functions and behaviour of representatives, who need to have a certain degree of autonomy and professional norms, In order to achieve its positive gathering and response to public opinion function. These three levels reflect the three faces of good representatives. Good representatives are not only an ideal, but also a reality that may come at any time. In the real political life, the three faces of good representatives are compatible, permeated and embedded mutually. The program faces mean that any representative ideal who loses the institutional program carrier can only hope for chance luck; The advocacy of democracy and the protection of the interests of the represented in the target face can only be achieved through substantive action.
