【摘要】：当前,我国正处在建设小康社会的攻坚时期,物质文明获得了极大程度的丰富,精神文明却发展滞后,行政伦理缺失更是严重影响了政府形象,行政伦理学的研究和完善迫在眉睫。完备的行政伦理理论体系是我国行政伦理建设的理论基础。创建完备的行政伦理理论体系不仅要学习西方先进的行政伦理理论,更要挖掘我国古代的行政伦理思想。《晏子春秋》蕴含了丰富的行政伦理思想,是我国古代具有重要政治价值的历史文献,对行政伦理学科建设具有重要的现实意义。本文立足于行政伦理学的研究视角研究《晏子春秋》行政伦理的基本内容,通过对其人伦规范、行政主体行为规范、取士观及其善政观四个方面思想的梳理和探究,阐释其现代意义,为建设有中国特色的社会主义行政伦理理论体系提供借鉴。
[Abstract]:At present, our country is in the critical period of building a well-off society. Material civilization has been greatly enriched, but spiritual civilization has lagged behind, and the lack of administrative ethics has seriously affected the image of the government. The research and perfection of administrative ethics is urgent. The complete theory system of administrative ethics is the theoretical basis of the construction of administrative ethics in China. To establish a complete system of administrative ethics theory, we should not only learn the advanced western administrative ethics theory, but also excavate the ancient administrative ethics thought of our country. It is an important historical document with important political value in ancient China, and has important practical significance to the construction of administrative ethics discipline. Based on the research perspective of administrative ethics, this paper studies the basic contents of administrative ethics in < Yan Zi Chunqiu >, and combs and probes into its four aspects: the norms of human relations, the norms of the conduct of administrative subjects, the concept of taking talents and the concept of good governance. Explain its modern significance and provide reference for constructing the socialist administrative ethics theory system with Chinese characteristics.
