【摘要】：政治发展是世界各国在实现现代化过程中必须面对的普遍性问题,也是我国建国后所面临的一项重大任务。改革开放以来,中国共产党人逐步形成了具有中国特色的政治发展思想,并在探索中国特色社会主义政治发展的实践中取得重要成就。目前,中国的改革已经进入到了关键时期,而政治体制改革更成为影响整个改革成败的关键。因此,梳理、总结和凝练改革开放以来中国共产党政治发展思想,对于现阶段中国政治发展和政治体制改革具有重要的理论价值和现实意义。 本文分四个部分对改革开放以来中国共产党政治发展思想进行分析和考察： 文章的第一部分主要表达本文写作的整体构想。此部分在界定“政治发展”、“政治发展思想”等核心概念以及与选题相关的其他概念的基础上,分别阐述了改革开放以来中国共产党政治发展思想研究的现状,本文的研究思路和研究方法。 文章的第二部分主要分析改革开放以来中国共产党政治发展思想的形成和发展。首先,梳理中国共产党政治发展思想形成和发展的理论渊源与历史资源,包括马克思恩格斯列宁关于政治发展的思想、现代西方政治发展学说、中国共产党新民主主义政治建设的理论与实践以及改革开放前中国社会主义民主政治建设的理论与实践。其次,具体探讨改革开放以来中国共产党政治发展思想的形成和发展的历史过程。分别是改革开放以来中国共产党政治发展思想的初步形成阶段：1978至1989年：“发扬社会主义民主,健全社会主义法制”；1989至1997年：积极推进政治体制改革,发展社会主义民主政治；1997至2002年：“依法治国,建设社会主义法治国家”。改革开放以来中国共产党政治发展思想的基本形成阶段：2002至2007年：“发展社会主义民主政治,建设社会主义政治文明”；2007年至今：“坚定不移地走中国特色社会主义政治发展道路”。 文章的第三部分主要研究改革开放以来中国共产党政治发展思想的主要内容。基于文献分析,主要考察：第一,改革开放以来中国共产党关于中国政治发展的目标、要求和道路的思想,即坚持和发展人民民主,坚持党的领导、人民当家作主和依法治国的有机统一以及走中国特色社会主义政治发展道路。第二,改革开放以来中国共产党关于中国政治发展的任务和途径的思想。首先,民主和法治作为中国政治发展基本任务,是改革开放以来中国共产党政治发展思想的重要组成部分。在民主方面,通过研究坚持和完善社会主义政治制度体系、扩大公民有序政治参与、强化权利运行制约和监督体系等思想,系统地探讨改革开放以来中国共产党关于发展社会主义民主政治思想。从立法、执法(执政)和法治观念的角度,研究建立和完善中国特色社会主义法律体系,依法治国、依法执政和依法行政,培育和增强社会主义法治观念,以探讨依法治国、建设法治中国的思想。其次,研究以政治体制改革为途径推进中国政治发展的思想,包括政治体制改革的总体思路、党和国家领导制度的改革、改革和完善党的领导方式和执政方式、行政管理体制改革、干部人事制度改革的思想。 文章的第四部分主要研究改革开放以来中国共产党政治发展思想的特点和意义。改革开放以来中国共产党政治发展思想的主要特点是坚持政治稳定与政治发展的有机统一、坚持人民大众的立场和社会主义方向、坚持从中国国情和现阶段的实际出发、吸收和借鉴人类政治文明的有益成果。其重要意义在于：在理论上,继承和发展了马克思列宁主义关于国家政治发展的思想,丰富和发展了中国特色社会主义理论体系；在实践中,指导了改革开放以来中国政治发展实践,并为新形势下中国政治发展指明了方向。
