改或不改,都很难——透视西方制度困境

【摘要】：正国际金融危机爆发以来,欧美各国经济难脱困境,政治深陷僵局,社会动荡不安,面临越来越大的变革压力。然而,改或不改,都不容易,从中折射出的是西方的制度困境。不改,经济要崩溃欧美各国经济普遍深陷这样一种恶性循环:在金融危机冲击下,银行惜贷、企业裁员、经济萎缩;经济疲弱导致政府财政收入下降,不得不实行紧缩政策;财政紧缩又反过来造成经济增长乏力、失业人口增加、市场需求下降等。
[Abstract]:Since the outbreak of the international financial crisis, European and American countries have been facing more and more pressure for change because of their economic difficulties, political deadlock and social unrest. However, it is not easy to reform or not, reflecting the western institutional dilemma. If not, the economies of Europe and the United States will collapse in such a vicious circle: under the impact of the financial crisis, banks are reluctant to lend, enterprises cut off staff, and the economy shrinks; the weak economy results in a drop in government revenue, and it has to implement austerity policies; Fiscal retrenchment, in turn, leads to sluggish economic growth, an increase in unemployment and a decline in market demand.
