西方协商民主的理论渊源及中西协商民主比较

【摘要】：西方协商民主作为近年来国内外政治学界普遍关注的一个热点和焦点问题,其一般内涵是指通过引导公民参与立法和决策,尽可能达成普遍的共识。其实质是引导公民在协商的过程中培育出公共生活的美德进而实现公民有序的政治参与。通过对协商民主内涵的考察,可以发现自由主义、共和主义、社会民主主义和社群主义是其理论渊源之所在。另外,由于国情等多方面因素的原因,中西协商民主之间还存在着明显的差别,这也是对协商民主理论进行深入研究的前提和基础。
[Abstract]:Western deliberative democracy, as a hot topic and focus issue of political circles at home and abroad in recent years, has the general connotation of guiding citizens to participate in legislation and decision-making, and to reach a general consensus as far as possible. Its essence is to guide citizens to cultivate the virtue of public life in the process of consultation and to realize citizens' orderly political participation. By examining the connotation of deliberative democracy, we can find that liberalism, republicanism, social democracy and communitarianism are its theoretical origins. In addition, due to the national conditions and other factors, there are obvious differences between Chinese and Western consultative democracy, which is also the premise and basis of in-depth research on the theory of consultative democracy.
