后现代公共行政的社会建构：逻辑与启示

【摘要】： 后现代公共行政理论历来被国内学者称为公共行政学领域的前沿理论。但是,至今国内许多学者对后现代公共行政的理解却只限于讨论其研究方法和理论的应用性,而未能挖掘后现代公共行政理论之于中国公共行政研究的实际意味。故此,为揭示后现代公共行政理论的“实际意味”,亟需理清后现代公共行政社会建构的逻辑。于是,在后实证主义方法的指导下,以文献研究法的研究程序对现有后现代公共行政理论文本进行解读,并在比较分析现代性与后现代性的前提下归纳出后现代公共行政社会建构的方法、逻辑和内容。经分析后发现,后现代公共行政社会建构的方法是后实证主义与非实证主义(批判理论与建构主义)的混合物；其建构的逻辑是先诠释后现代对于公共行政的诸多影响,以此来批判现代公共行政的种种弊端,然后建构适宜后现代情景的公共行政研究与实践；其包含的内容是公共行政话语理论(公共政策议程与执行)、公共行政的语言(公共行政研究路线)、公共行政的精神(美好生活的设计、良好公民精神的培育以及公共行政的公共性)。然而,尽管后现代公共行政颠覆了现代公共行政的许多“叙事”和原则,但也并没有就此否定现代公共行政的合理性,而是在辩证的基础上拓展了现代公共行政的叙事范围和实质价值。而且,作为美国公共行政研究情景化的产物,后现代公共行政理论仍属于“特殊主义”的知识范畴,中国公共行政研究所能汲取的经验就是后现代公共行政研究的使命和思维,即以中国文化固有的形象整体思维和客观辩证思维来研究中国公共行政现实中的“大问题”,以促进社会的可持续发展和公民的全面进步。
[Abstract]:Post-modern public administration theory has always been referred to by domestic scholars as the frontier theory in the field of public administration. However, up to now, many domestic scholars' understanding of post-modern public administration is limited to discussing the application of its research methods and theories, and fails to tap the practical meaning of post-modern public administration theory to Chinese public administration research. Therefore, in order to reveal the "practical meaning" of post-modern public administration theory, it is urgent to clarify the logic of social construction of post-modern public administration. Therefore, under the guidance of the post-positivism method, the text of the existing post-modern public administration theory is interpreted by the research procedure of the literature research method. On the premise of comparative analysis of modernity and post-modernity, this paper concludes the methods, logic and contents of the construction of post-modern public administration society. After analysis, it is found that the method of social construction of post-modern public administration is the mixture of post-positivism and non-positivism (critical theory and constructivism), and the logic of its construction is to interpret the influence of post-modern on public administration first. In this way, it criticizes all kinds of malpractices of modern public administration, and then constructs the research and practice of public administration suitable for post-modern situation. It contains the discourse theory of public administration (public policy agenda and implementation), the language of public administration (research route of public administration), the spirit of public administration (the design of good life). The cultivation of good civic spirit and the publicity of public administration. However, although post-modern public administration subverts many "narratives" and principles of modern public administration, it does not deny the rationality of modern public administration. On the basis of dialectics, it expands the narrative scope and substantive value of modern public administration. Moreover, as the product of the situational study of public administration in the United States, the post-modern public administration theory still belongs to the category of "particularism". The experience that the Chinese Institute of Public Administration can learn is the mission and thinking of the study of post-modern public administration. That is, to study the "big problems" in the reality of Chinese public administration by using the image integral thinking and objective dialectical thinking inherent in Chinese culture, in order to promote the sustainable development of society and the overall progress of citizens.
