论公共行政的一般本质

【摘要】：近年来随着我国公共行政事业的发展,越来越多的学者开始重视对公共行政进行研究,取得了许多重要的研究成果。但从整体上看,这些研究也存在着一些偏颇,往往都把研究的主要方向放在对国外公共行政各个不同的理论派别各自思想主张的研究上,或是对国内公共行政具体实践环节的研究上。我认为分析纷繁复杂的公共行政问题,没有一个对其本质的深入把握,仅仅停留在对别人认识的理解上或是停留在对具体问题的考察上显然是不够的。因此,只有对公共行政本质有了深刻的认识和把握,我们才能更好的研究解决公共行政的其他问题。本文就是以这一考虑为出发点,围绕着公共行政的本质问题展开了一系列研究的。首先,本文对公共行政的本质的不同理解进行分析和梳理,主要评述了西方不同公共行政学派对公共行政本质的不同研究角度和不同的看法,并对其进行了比较分析。对这些派别的比较分析从其不同的研究路径着手,这些路径包括：政治学研究路径、管理学研究路径、心理学研究路径、社会学研究路径等,通过这种比较分析,揭示出公共行政的一般本质在于其“公共”性；其次,在明确了公共行政的一般本质之后,重点分析了公共行政一般本质的特征及其体现；再次,在对公共行政的本质有了一个明确的认识后,对公共行政本质在公共行政不同研究方面上的内在的规定进行了考察,主要考察了对公共行政的价值、行政权力和行政行为的内在规定,这些内在规定,是公共行政本质对公共行政的要求,也是我们行政实践必须遵守的原则。最后,本文理论联系实际分析了在新时期、新环境下公共行政的一般本质对我国公共行政建设的时代要求,在这里主要是围绕我国面临的国际形势、政治体制改革、行政体制改革、经济体制改革和文化民生建设等实际情况,指出公共行政一般本质对我国行政建设的目标要求和实践要求。
[Abstract]:In recent years, with the development of public administration in our country, more and more scholars begin to pay attention to the research of public administration, and many important research results have been obtained. On the whole, however, there are some biases in these studies, which tend to focus on the study of different theoretical schools of foreign public administration. Or to the domestic public administration concrete practice link research. I think it is obviously not enough to analyze the complicated problems of public administration without a thorough understanding of their essence, just to understand others' understanding or to examine specific problems. Therefore, only when we have a deep understanding and grasp of the essence of public administration, can we better study and solve other problems of public administration. Based on this consideration, this paper has carried out a series of studies on the essence of public administration. First of all, this paper analyzes and combs the different understandings of the essence of public administration, mainly comments on the different research angles and different views on the essence of public administration of different western public administration parties, and makes a comparative analysis of it. The comparative analysis of these schools starts from their different research paths, which include: political science research path, management research path, psychology research path, sociology research path, etc. It reveals that the general essence of public administration lies in its "public" nature; secondly, after clarifying the general nature of public administration, it focuses on the analysis of the characteristics of the general essence of public administration and its embodiment. After having a clear understanding of the essence of public administration, this paper investigates the internal regulations of the essence of public administration in different aspects of public administration, and mainly examines the value of public administration. The internal regulations of administrative power and administrative action are the requirements of the essence of public administration to public administration, and are also the principles that we must abide by in our administrative practice. Finally, this paper analyzes the general essence of public administration in the new era and new environment, which is mainly focused on the international situation, political system reform, and the construction of public administration in China. This paper points out that the general essence of public administration requires the goal and practice of administrative construction in our country, such as the reform of administrative system, the reform of economic system and the construction of culture and people's livelihood.
