当代中国政治发展进程中的利益集团问题研究

【摘要】：利益集团作为政治体系的组成要素之一,在全球各国普遍存在。中国利益集团的出现和发展是社会主义市场经济和改革开放不断深化的必然产物。无论我国政界和学界是否承认其存在,现实告诉我们,利益集团是客观存在着的,非均衡性发展是其最大的特征,由此造成了利益格局的不平衡,阻碍了社会公平和正义的实现。伴随着当代代议制政治的强盛发展,人民参政意识的增强,要求民主政治发展和完善的呼声下,我们应正视因社会政治经济纵深发展而带来的利益主体多元化和社会阶层距离逐渐拉大的现实,加强对利益集团的多方面研究。本文以1978年改革开放肇始至今为主要研究时段,以中国的政治发展进程为背景,以利益集团存在的问题为研究主体,以促进利益集团良性有序发展、推进社会主义民主政治和谐健康发展为目标,主要探讨了:利益集团在我国当代政治发展进程中的两重性表现;利益集团影响我国政治和谐发展的现状及其原因;针对强弱势利益集团力量对比悬殊的现实,我们该如何引导和规制等问题。论文共分四章: 第一章:绪论。主要阐述本文研究的目的及本选题的研究意义,简单梳理和评述国内外学者的研究现状,交代本文的基本思路和研究方法。第二章:利益集团的基本理论。对本文所涉及的重要概念进行界定,厘定利益集团的类型及利益集团在当代中国政治发展进程中所发挥的积极作用和负面效应。第三章:当代中国政治发展进程中利益集团现状分析。主要阐述了中国利益集团产生的成因,有外部经济、政治、思想文化因素作用的结果,也与其自身特质有关。阐述问题现状主要表现在利益集团间的失衡及其引发的一系列社会政治问题,随后分析产生这些问题的原因。此部分结构设计是本文的创新之处。第四章:当代中国政治发展进程中利益集团治理策略探究。针对第三章分析的原因探讨中国利益集团治理模式选择,秉持平衡与遏制原则提出具体治理策略。最后是本文的结语部分。
[Abstract]:As one of the constituent elements of the political system, interest groups exist in all countries all over the world. The emergence and development of China's interest groups is the inevitable product of the deepening of the socialist market economy and reform and opening up. Whether our political circles and the academic circles admit it or not, the reality tells us that the interest groups are objective and unbalanced. Sexual development is its biggest feature, resulting in the imbalance of the pattern of interests and hindering the realization of social justice and justice. With the vigorous development of contemporary representative politics, the enhancement of the consciousness of the people's participation in political participation and the voice of the development and perfection of democracy, we should look at the benefits of the deep development of the social and political economy. The diversification of subjects and the gradual widening of social class distance strengthen the study of interest groups in many aspects.
This paper, taking the beginning of the reform and opening up in 1978 as the main research period, takes the process of China's political development as the background, taking the problems of interest groups as the research subject, in order to promote the healthy and orderly development of the interest groups and promote the harmonious and healthy development of socialist democracy as the goal. The main discussion is that the interest groups are in the contemporary political development of our country. The dual performance in the process of the exhibition; the current situation and the reasons of the interests group affecting the political harmonious development of our country; how to guide and regulate the problems of the strong and weak potential interests group's strength contrast in the reality.
The thesis is divided into four chapters.
The first chapter is introduction. It mainly expounds the purpose of this study and the significance of the research, briefly combs and reviews the current research status of scholars at home and abroad, and explains the basic ideas and research methods of this article.
The second chapter: the basic theory of interest groups, defining the important concepts involved in this article, defining the types of interest groups and the positive and negative effects of interest groups in the process of contemporary China's political development.
The third chapter: the analysis of the present situation of interest groups in the process of contemporary China's political development. It mainly expounds the causes of the formation of the Chinese interest groups, the results of the external economic, political, ideological and cultural factors, and their own characteristics. The present situation is mainly manifested in the imbalance among the interest groups and a series of social and political questions arising from the problems. Then, the reasons for these problems are analyzed. This part of the structural design is the innovation of this article.
The fourth chapter: Research on the governance strategy of interest groups in the process of contemporary China's political development. In view of the reasons for the analysis of the third chapter, we discuss the choice of the governance model of China's interest groups, and put forward the specific governance strategy in accordance with the principle of balance and containment.
The last part is the conclusion of this article.
