政府执行力的动态分析

【摘要】: 沙特施耐德在其里程碑式的著作《半自由人》(The Semisovereign People,1975)中指出,凡是被提上了政府议程的事件,都是由于社会冲突的扩大使然。由于我国尚处于社会转型期和社会主义初级阶段,各种矛盾利益纠葛和社会冲突多发在所难免,然而新千年以来,我国社会冲突的扩大是前所未有的,以至于直接影响到了政府的公信力。政府执行力对公信力无疑具有重要影响。一系列重大事故及房价的宏观调控不力使中央下决心解决执行力问题。 早期的执行力研究缘于政治与行政二分的传统行政学和政策科学。存在政策执行、政策执行力、政治执行、行政能力、政府执行力等混用的缺陷。2000年以后受企业执行力和新公共管理的影响,政府执行力研究开始着力于流程设计和绩效评估。近几年的研究越来越专业化和原子化。政策网络、模型建构、社会建构、善治、博弈论、委托代理理论、社会资本、机理机制、指标体系、规范化分析无所不包。整体趋势是对于政府执行过程的流程设计、制度安排、评价标准设计越来越复杂。我们想当然的认为,只要决策好、选人得当、操作追求卓越、监督控制严格把关,一切环节都不出错、一切要素都涵盖在内,一切突发偶然因素都成功预测、一切阻滞因素都顺利消除,执行就必然是有力的。但现实却是执行力问题基本没有改观。 尽管没有任何一个学者明确表态,通过对既有理论的分析,我们还是可以看出当前理论界的主张基于三个理论假设:(1)社会整体和制度结构显著地影响和制约个体的行为或功能;(2)个人行动的优化可以带来整个系统的优化;(3)社会整体大于其部分之和 而本文则有如下假设 (1)组织是有机体、人不可能被完全控制(科恩) (2)对现实要素的分析即使再精细也不可能达到穷尽。(赫伯特·西蒙)即使能够穷尽,当要把完整的一件工作细细地分解为一些明显的组成部分时,可能会出现核心设计、操作关系、严谨的思想一起失去的危险(卢瑟·吉利克) (3)行动并不出现在一种社会-经济真空中。它们根植于一种社会-经济结构、制度、动态机制和趋势的网络之中(博兰伊,奥尔戈曼) 在这三个假设基础上,我们提出力的平行四边形模型(来源于恩格斯的历史合力说),并以“政策学习”、“事实-价值”的分离、政治系统论的压力和均衡理论为基础,通过对执行力的规格、能力、效力几个内在分力和外部约束力的力学分析,来解释政府执行力。 最终结论为,政府执行力的解决关键不在于原子式的深入挖掘和“追求卓越”式的全面提升。而在于协调好政府间关系,使各种变量达到动态平衡。 美国学者艾利森指出,在实现政策目标的过程中,方案确定的功能只占10%,而其余的90%取决于政策的有效执行。执行是目标与结果中间缺失的一环,是把目标转化为结果的力量。政府执行力研究具有重要意义。本文希望通过力的动态平衡模型分析,开创政府执行力研究的新视角。
[Abstract]:In his landmark book , The Semisaki Prefecture People ( 1975 ) pointed out that any event that had been referred to the Government ' s agenda was due to the expansion of social conflicts . Since our country is still in the social transformation period and the primary stage of socialism , the expansion of the social conflicts in our country has been unprecedented so that it has a direct impact on the credibility of the government . The executive power of the government has no doubt on the credibility of the government . A series of major accidents and the macro - control of housing prices have made the central government resolve to solve the problem of enforcement .
The research of executive power in the early years is due to the traditional administrative and policy science of politics and administration . There is a defect of policy enforcement , policy enforcement , political execution , administrative ability , government executive power , etc .
Although there is no explicit representation of any scholar , by analyzing the existing theory , we can see that the proposition of the current theorists is based on three theoretical assumptions : ( 1 ) the whole social and institutional structure significantly influences and restricts the behavior or function of the individual ;
( 2 ) The optimization of personal action can bring about the optimization of the whole system ;
( 3 ) The sum of the whole society is greater than that of its part
This article has the following assumptions :
( 1 ) The organization is an organism , and a person cannot be fully controlled ( Cohen )
( 2 ) The analysis of realistic elements cannot be exhausted even fine . ( Herbert Simon ) Even if it can be exhausted , when a complete piece of work is broken down into some obvious components , the risk of core design , operational relationships and rigorous ideas may occur ( Luther Gigli )
( 3 ) Action does not occur in a socio - economic vacuum . They are rooted in a network of socio - economic structures , systems , dynamic mechanisms and trends ( Borland , Oergo )
On the basis of these three assumptions , we propose a parallelogram model of force ( derived from Engels ' historical combining ability ) , and explain the government ' s execution force on the basis of " policy learning " , " truth - value " separation , political system theory pressure and equilibrium theory .
The final conclusion is that the key to solving the government ' s executive power lies not in the in - depth excavation of atom type and the overall improvement of " pursuit of excellence " .
In the process of implementing the policy objectives , the American scholar , the United States scholar , pointed out that the function of the programme was only 10 % , while the rest 90 % depended on the effective implementation of the policy . The implementation was the power of the goal and result , and it was the force to translate the goal into the result . The government ' s execution force research has important meaning . In this paper , it is hoped that the dynamic balance model of the force will be analyzed and the new perspective of the government ' s executive power study will be initiated .
