社会利益与公共政策的互动效应研究

【摘要】：公共政策是各级政府进行社会治理的基本手段,政府通过公共政策可以有效地分配社会资源,调节社会利益关系。社会利益作为公共政策的客体或目标,并不是被动的接受公共政策的权威性分配。为了实现自身的利益,在法律允许的范围内,社会利益主体通过各种方式积极的参与公共政策的各个运行过程。所以,公共政策与社会利益之间形成了一种彼此影响的互动关系。本文通过对利益内涵的界定和结构的探析,提出了公共政策视野下的社会利益范畴以及社会利益与公共利益的关系。然后,重点论述了公共政策与社会利益之间是如何相互影响的,并指出了两者互动过程中出现的主要问题,又运用矛盾分析的方法指出了产生这些问题的主要原因。最后,笔者提出了以社会利益共享理念来建立相关机制以实现社会利益与公共政策的良性互动。
[Abstract]:Public policy is the basic means for governments at all levels to carry out social governance. Through public policies, the government can effectively allocate social resources and regulate the relationship of social interests. As the object or goal of public policy, social interest does not passively accept the authoritative distribution of public policy. In order to achieve their own interests, within the scope of the law, the social interests of the main body through a variety of ways to actively participate in the various processes of public policy. Therefore, public policy and social interests form an interactive relationship of mutual influence. By defining and analyzing the connotation and structure of interest, this paper puts forward the category of social interest and the relationship between social interest and public interest from the perspective of public policy. Then, it discusses how the public policy and social interests affect each other, points out the main problems in the process of their interaction, and points out the main reasons for these problems by using the method of contradiction analysis. Finally, the author puts forward the idea of social interest sharing to establish the relevant mechanism to realize the benign interaction between social interests and public policies.
