政府绩效评估多元主体的利益关系及机制研究

【摘要】: 利益是政府绩效评估多元主体追求的目标,也是主体的评估行为的动力。由于社会经济地位、政治地位以及文化素养等因素的不同,政府绩效评估主体间的利益千差万别,形成纵横交错的利益体系。在政府绩效评估主体体系中,主体之间会产生这样或那样的利益差别、矛盾和竞争,处理不好这些关系是不利于政府绩效评估发展的。于是就需要建立利益机制,来创新政府绩效评估主体体系。本文首先介绍多元主体利益机制的相关概念和理论。在界定政府绩效评估多元主体利益机制相关概念的内涵及政府绩效评估的主体、分类、原因和特征的基础上,重点分析多元主体参与政府绩效评估的理论基础,如利益相关者理论、治理理论和利益平衡理论。然后对各主体与政府之间的利益关系进行了详尽的论述,论述了政府与政党、人大、公民、社会团体、社会舆论组织和中介评估组织等外部利益相关主体的利益关系,政府与上级政府、下级政府、人事部门和审计部门等内部利益相关主体利益关系。最后提出了政府绩效评估多元主体的利益机制创新路径。从现状分析、技术方法层面提升到创新路径层面,是实现政府绩效评估利益机制科学化、规范化、制度化的必由之路。本文研究构建政府绩效评估主体的利益表达机制,完善政府绩效评估主体的利益激励机制,创新政府绩效评估主体的利益平衡机制。
[Abstract]:Interest is the goal pursued by the multi-subject of government performance evaluation and the motive force of the subject's evaluation behavior. Due to the differences of social and economic status, political status and cultural literacy, the interests of government performance evaluation subjects vary widely, forming a crisscross interest system. In the main body system of government performance evaluation, there will be some difference of interest, contradiction and competition among the subjects, which is not good for the development of government performance evaluation. Therefore, it is necessary to establish interest mechanism to innovate the main body system of government performance evaluation. This paper first introduces the relevant concepts and theories of the multi-subject interest mechanism. On the basis of defining the connotation of the relevant concepts of the multi-subject interest mechanism of the government performance evaluation and the subject, classification, reasons and characteristics of the government performance evaluation, this paper focuses on the theoretical basis of the multiple subjects participating in the government performance evaluation. Such as stakeholder theory, governance theory and interest balance theory. Then it discusses the relationship between the main body and the government in detail, discusses the relationship between the government and the political party, the people's Congress, the citizen, the social organization, the public opinion organization and the intermediary evaluation organization and so on. The government and superior government, lower government, personnel department and audit department and other internal stakeholders interest relationship. Finally, the paper puts forward the innovative path of interest mechanism of multiple subjects in government performance evaluation. It is the only way to realize the scientific standardization and institutionalization of the benefit mechanism of government performance evaluation by analyzing the present situation and upgrading the technical method to the level of innovation path. This paper studies how to construct the interest expression mechanism of the government performance evaluation subject, perfect the interest incentive mechanism of the government performance evaluation subject, and innovate the interest balance mechanism of the government performance evaluation subject.
