论公共行政的哲学维度

【摘要】：随着公共行政理论与实践的发展,公共行政的哲学之维,日益受到人们的关注。公共行政的哲学之维,亦即行政哲学,是公共行政的认识论基础、方法论前提和根本观点的逻辑体系。对于公共行政的理论与实践、行政文明发展和行政体制改革都具有重要的指导作用和方法论意义,正确科学的把握公共行政的哲学之维,深刻内在的认识公共行政的一系列基本问题,对于公共行政理论的发展和深化,对于公共行政学科的成熟和完善,对于公共行政实践的推动和促进,都具有极为重要的价值,因此是公共行政理论建设中一个带有根本性的重要课题。本文在全面回顾并简要评析西方和我国行政哲学研究的既有成果上,以马克思主义哲学为理论指导,综合运用反思与批判、解构与架构、归类与比较等研究方法,按照逻辑起点→主要矛盾→基本内涵→内容体系→逻辑终结的系统思路对行政哲学体系构建问题展开理论思考。笔者认为行政哲学是以马克思主义哲学为根本指导,围绕着行政主体和行政客体的基本矛盾,揭示公共行政领域内行政理论和行政活动发展的一般本质和普遍规律的逻辑体系。行政哲学的学科定位是应用哲学,是行政学和哲学的交叉学科。行政哲学以行政行为为逻辑起点,行政主体和行政客体是它的主要矛盾,贯穿于行政哲学发展的始终。本文从行政理论和行政活动两个维度着手,构建了行政哲学的内容框架体系：一方面从行政行为出发,围绕行政主客体间的关系,揭示行政活动的本质,找出影响行政活动的基本范畴,阐释公共行政动态发展的规律；另一方面从“行政主体——行政客体——行政活动”组成的行政哲学基本结构出发,探索行政理论最基本的问题,回答行政的性质是什么,行政中的人性假设,公共行政的价值取向；最后由两条脉络汇集为一个整体将行政哲学上升到行政美学的最高层面。与此同时,西方行政哲学和我国传统行政管理中的哲学思想也是行政哲学体系中的重要组成部分,对丰富和拓展行政哲学体系有着积极的意义,所以要补充对历史行政哲学和比较行政哲学的研究。作为公共行政的认识论基础和方法论前提,行政哲学还需要进行行政方法的探索。由于篇幅有限,本文更加侧重于对行政哲学研究范畴的系统性、全面性的展示,故在研究内容章节中重点选取了对行政活动、公共行政中的权力和利益范畴的哲学思考、公共行政人性假设三个最基础的问题进行论述。行政哲学体系构建不同于公共行政学领域的一般问题研究,在行文时必要有连贯的内在逻辑作为理论支撑,本文的创新点在于将行政理论和行政实践活动进行解构,通过探寻其中基本要素背后的逻辑联系,重新架构行政哲学理论框架体系,并依据所得结论解释行政活动中的实际问题,从而实现规范研究和实证研究的统一。
[Abstract]:With the development of public administration theory and practice, people pay more and more attention to the philosophy of public administration. The philosophical dimension of public administration, that is, administrative philosophy, is the logical system of epistemological basis, methodological premise and fundamental viewpoint of public administration. For the theory and practice of public administration, the development of administrative civilization and the reform of administrative system have important guiding role and methodological significance, and correctly and scientifically grasp the philosophical dimension of public administration. A profound understanding of a series of basic problems in public administration is of great value to the development and deepening of the theory of public administration, the maturity and perfection of the subject of public administration, and the promotion and promotion of the practice of public administration. Therefore, it is a fundamental and important subject in the construction of public administration theory. On the basis of a comprehensive review and a brief review of the existing achievements in the study of administrative philosophy in the West and China, this paper, under the guidance of Marxist philosophy, comprehensively applies research methods such as reflection and criticism, deconstruction and structure, classification and comparison, etc. According to the logic starting point and the basic connotation of the main contradiction and the system of the logic end, the theoretical thinking on the construction of the administrative philosophy system is carried out. The author thinks that the administrative philosophy is a logical system which is guided by Marxist philosophy and revolves around the basic contradiction between the administrative subject and the administrative object and reveals the general essence and universal law of the development of administrative theory and administrative activities in the field of public administration. The subject orientation of administrative philosophy is applied philosophy, which is an interdisciplinary subject of administration and philosophy. Administrative philosophy takes administrative behavior as the logical starting point, administrative subject and administrative object are its main contradiction, which runs through the development of administrative philosophy. Starting from the two dimensions of administrative theory and administrative activity, this paper constructs the content frame system of administrative philosophy: on the one hand, starting from administrative behavior, focusing on the relationship between administrative subject and object, it reveals the essence of administrative activity. Find out the basic categories that affect administrative activities, explain the law of the dynamic development of public administration, on the other hand, proceed from the basic structure of administrative philosophy composed of "administrative subject-administrative object-administrative activity". This paper explores the most basic questions of administrative theory, answers the nature of administration, the human nature assumption in administration, and the value orientation of public administration. Finally, the philosophy of administration is raised to the highest level of administrative aesthetics. At the same time, the western administrative philosophy and the philosophy thought in the traditional administration of our country are also important parts of the administrative philosophy system, which has positive significance to enrich and expand the administrative philosophy system. Therefore, we should supplement the study of historical administrative philosophy and comparative administrative philosophy. As the epistemological basis and methodological premise of public administration, administrative philosophy also needs to explore administrative methods. Because of the limited space, this paper focuses more on the systematic and comprehensive display of the scope of administrative philosophy research, so it focuses on the philosophical thinking on the category of administrative activities, power and interests in public administration. Public administration human nature hypothesis three most basic question carries on the discussion. The construction of administrative philosophy system is different from the research of general problems in the field of public administration. It is necessary to have the consistent internal logic as theoretical support in writing. The innovation of this paper lies in the deconstruction of administrative theory and administrative practice. By exploring the logical connection behind the basic elements, the author reconstructs the theoretical framework system of administrative philosophy, and explains the practical problems in administrative activities according to the conclusions, so as to realize the unification of normative research and empirical research.
