论中央政府职能的公共性范畴及其实现基础

【摘要】：中央政府随着社会发展而不断扩充着其公共性内在,并在时间和空间的不同维度体现着自身的公共性存在。然而,其公共性要求的实现是以其职能为中介的,中央政府职能的公共性范畴也就通过其职能的价值指向、职能结构安排、目标模式选择、实现过程、实现方式和职能效果等不同层面体现出来。从公共生活世界的交往关系来看,其公共性的实现除了有赖于中央政府的公共性自觉与自主外,更需要社会公共领域的规范化与理性化,公民的道德成熟与政治成熟的实现,以及法律制度的公共性与伦理化建设来加以支持。
[Abstract]:With the development of society, the central government expands its publicity and embodies its own public existence in different dimensions of time and space. However, the realization of its public requirements is mediated by its functions. The scope of publicity of the central government's functions is based on the value orientation of its functions, the arrangement of its function structure, the choice of target modes, and the realization process. The realization way and the function effect and so on different stratification manifests. From the point of view of the communication relationship of the world of public life, the realization of its publicness depends on the consciousness and autonomy of the central government, the standardization and rationalization of the social public sphere, the realization of the moral maturity and the political maturity of the citizens. And the legal system of public and ethical construction to support.
