网络民主及其价值分析

【摘要】：民主是人类社会古老而永恒的价值追求,随着网络的产生应用以及与民主的结合,网络民主应运而生。网络民主深刻地改变了人们参与政治的方式和民主在这个时代的表现形式。作为互联网新技术与民主价值相结合而形成的一种新的民主形式,网络民主有理论意义和实用价值,但是也有不少缺陷。因此,网络民主应当如何定位,是否创新了民主的划分方式,能够作为一种新的民主形式出现在民主发展的长河中吗?这些问题都值得我们去思考。网络民主在我国的发展对于人民民主有什么样的价值和作用,有什么样的发展前景,这些更是值得我们去研究。由于网络本身具有虚拟性、多样性和广泛性等特征,以网络为载体的网络民主也具有虚拟性、便捷性和交互性、去权威化和平等性的特点。网络民主在实践形式上表现为公民层面的借助网络参与政治和政府层面的网络政务。从技术哲学的角度来讲,网络民主是互联网科技政治价值的表现；从媒介与民主的关系角度来讲,是互联网新媒介与民主相结合的最新形式；从与传统民主形式的关系角度来讲,网络民主是传统民主形式中直接民主与间接民主的融合；从民主形式的多样性来讲,网络民主是多样性民主。但是网络民主却并不是一种新的民主形式。决策权的归属是民主的根本问题,根据决策权的归属目前只能划分出直接民主与间接民主两种传统类型的民主形式。网络民主只是增添了大众介入政治生活的渠道和平台,是技术的政治价值,具体来说是技术的民主价值的体现,是新技术对民主的最新贡献；是互联网新媒介政治属性的表现,是新媒介与民主价值融合的新形式。总之,网络民主不涉及决策权的归属问题,只是新的支撑参与科技手段,没有改变决策的程序和方法,没有创造新的民主形式。
[Abstract]:Democracy is the ancient and eternal value pursuit of human society. With the emergence and application of network and the combination of democracy, network democracy came into being. Internet democracy has profoundly changed the way people participate in politics and the manifestations of democracy in this era. As a new form of democracy formed by the combination of new Internet technology and democratic value, network democracy has theoretical significance and practical value, but it also has many defects. Therefore, how should the network democracy position, whether has innovated the democratic division way, can as a kind of new democratic form appear in the long river of the democracy development? These questions are worth thinking about. The development of network democracy in our country what kind of value and function to people's democracy, what kind of development prospect, these are worth us to study. Because the network itself has the characteristics of virtual, diverse and extensive, the network democracy with the network as the carrier also has the characteristics of virtual, convenient and interactive, disauthority and equality. The practice form of network democracy is that citizens participate in politics and government with the help of network. From the point of view of the philosophy of technology, network democracy is the expression of the political value of Internet science and technology, and from the angle of the relationship between media and democracy, it is the latest form of the combination of new media and democracy on the Internet. From the point of view of the relationship between network democracy and traditional democracy, network democracy is the fusion of direct democracy and indirect democracy in traditional democracy form, and network democracy is diversity democracy from the point of view of the diversity of democratic forms. But cyber democracy is not a new form of democracy. The ownership of decision-making power is the fundamental problem of democracy. According to the ownership of decision-making power, only two traditional forms of democracy, direct democracy and indirect democracy, can be distinguished. Internet democracy only increases the channels and platforms for the popular involvement in political life, is the political value of technology, specifically, the embodiment of the democratic value of technology, is the latest contribution of new technology to democracy, and is the manifestation of the political attributes of the new media on the Internet. It is a new form of integration of new media and democratic values. In a word, network democracy does not involve the ownership of decision-making power, it is only a new means of supporting participation in science and technology, does not change the procedures and methods of decision-making, and does not create a new democratic form.
