中国政治参与的困境与出路研究

【摘要】：政治参与作为一个国家民主制度实现的重要体现和方式，已经越来越受到重视和关注，在中国也不例外。政治参与已成为中国社会主义民主政治建设的重要内容，体现了中国人民当家作主、依法管理国家事务的社会主义本质。同时随着中国改革开放的深入，经济快速发展，人民的生活水平不断提升，人民参与政治的意识也在不断加强，政治参与的范围得以扩展。但是由于中国的政治参与仍处在初级阶段，还有很多的问题和不足，如果不加以查找并进行研究和解决，这对中国的政治文明建设以及民主政治发展都会有负面的影响和阻碍作用。本文正是在此基础上确立并完成的，主要运用了政治学的相关理论以及公共行政管理理论和部分法理学基础理论，来对中国的政治参与现状、困境以及解决途径进行分析和整理，力求为中国政治参与的良性发展做出一定的贡献。全文分为四大部分：首先在导论中介绍了本文的选题目的、研究综述以及研究思路和创新之处。本文主体的第一章是对政治参与相关概念和理论的阐释，分析了政治参与的内涵、外延、定义以及相关的类型和参与方式。从而对政治参与的一般理论有一个框架性的了解和认知，可以对后文的具体研究提供理论支撑。通过这一章的研究可以理解正确的政治参与理论和路线方法，防止对政治参与的错误定论的发生，为全面掌握政治参与提供了保证和支持。本文主体的第二章为中国政治参与的现状和困境研究，首先分析了中国政治参与的主要方式和取得的成就，然后指出目前政治参与中仍存在哪些问题和困境，并找出产生这些问题的原因，因此第二章也就是提出问题和分析问题的过程。通过这部分分析和整理，试图了解中国目前的政治参与现状，也就是积极发展但仍有各种弊端和不足的存在，这也为以后的解决问题提供了前提和保障。本文主体的第三章也是最后一章分析了发展政治参与对中国政治建设事业的重要意义，并就上一章的各种问题提出了相应的解决办法和途径，试图为中国政治参与活动的发展方向提供一定的解决思路和途径，最后就未来中国政治参与的发展进行了展望和期盼。通过最后一章的研究和整理，，期望能够为中国政治参与的发展起到一定的促进和增强作用，以此为中国的政治民主化发展提供一定的保障和支持。
[Abstract]:Political participation, as an important embodiment and method of the realization of a country's democratic system, has been paid more and more attention to, and is no exception in China. Political participation has become an important part of the construction of socialist democratic politics in China, which embodies the socialist essence of the Chinese people as masters of their own country and managing state affairs according to law. At the same time, with the deepening of China's reform and opening up, the rapid development of the economy, the people's living standards continue to improve, the people's consciousness of participating in politics is also constantly strengthened, and the scope of political participation can be expanded. However, as China's political participation is still in its infancy, there are still many problems and shortcomings. If we do not look for it and study it and solve it, This will have a negative impact on the construction of political civilization and the development of democratic politics in China. It mainly uses the theory of political science, the theory of public administration and some basic theories of jurisprudence to analyze and sort out the present situation, predicament and solution of China's political participation. The thesis is divided into four parts: first of all, it introduces the purpose of this paper, the research summary and the research ideas and innovations in the introduction. The first chapter of this paper is the explanation of the related concepts and theories of political participation, and analyzes the connotation, extension, definition, relevant types and participation mode of political participation. Therefore, the general theory of political participation has a frame understanding and cognition, which can provide theoretical support for the later research. Through the research of this chapter, we can understand the correct theory and route method of political participation, prevent the wrong conclusion of political participation, and provide guarantee and support for mastering political participation in an all-round way. The second chapter of this paper is the current situation and predicament of Chinese political participation. Firstly, it analyzes the main ways and achievements of China's political participation, and then points out what problems and difficulties still exist in the current political participation. And find out the causes of these problems, so the second chapter is the process of putting forward and analyzing the problems. Through this part of the analysis and collation, try to understand the current situation of China's political participation, that is, the positive development but there are still a variety of shortcomings and deficiencies, which also provides a prerequisite and guarantee for the future solution of the problem. The third and last chapter of this paper analyzes the significance of developing political participation to the cause of Chinese political construction, and puts forward the corresponding solutions and approaches to the various problems in the previous chapter. This paper tries to provide some solutions for the development of China's political participation, and finally looks forward to the future development of China's political participation. Through the research and arrangement of the last chapter, it is hoped that it can promote and strengthen the development of Chinese political participation to a certain extent, and thus provide certain guarantee and support for the development of China's political democratization.
