公共管理学科团队建设与评价研究

【摘要】:随着公共管理学科在我国的不断发展,国家对于高素质的公共管理人才的需求越来越迫切,与此同时,更多的学者也逐渐开始了解到公共管理这个学科领域的重要地位与作用,并且开始关注这个学科的工作状况及科学研究成果。高校的学科建设是高校工作的重中之重,由学科建设为基础发展出来的学科团队是促进学科建设的根本决定力量。现阶段,我国的公共管理学科仍处在发展阶段,由于没有受到更多的重视,在学科方向上没有明确的目标,缺少高层次的公共管理学科人才等等原因,还没有高校能够组建好一支公共管理学科团队。在这样的形势下,为了跟进高校学科团队建设的步伐,提高公共管理学科的整体水平,组建公共管理学科团队并构建出合理的评价体系是势在必行的。 本文在学科团队建设理论及公共管理学科在现阶段的发展状况为基础,根据公共管理学科的特点,提出公共管理学科团队的组建模式。在对影响公共管理学科团队评价的因素进行归纳和分析之后,采用层次分析法、德尔菲法和模糊综合评价等方法,,建立公共管理学科团队评价指标体系,对评价指标权重的分配进行了科学的量化分析。通过专家打分的方式确定公共管理学科团队在哪些方面仍有欠缺,哪些方面还需要进一步优化改进。最后针对公共管理学科团队的建设及评价提出了实施建议,希望对今后高校建设及评价公共管理学科团队给予参考和帮助。
[Abstract]:With the continuous development of the subject of public management in our country, the demand for high-quality talents of public administration is becoming more and more urgent. At the same time, more and more scholars are beginning to understand the important position and role of the discipline of public management. And began to pay attention to the work of this discipline and scientific research results. The discipline construction of colleges and universities is the most important part of the work of colleges and universities, and the discipline team based on the discipline construction is the fundamental decisive force to promote the discipline construction. At present, the subject of public management in our country is still in the stage of development. Due to the lack of more attention, the lack of a clear goal in the direction of the discipline, the lack of high-level talents in the discipline of public management, and so on, No university has been able to set up a public management team. In such a situation, it is imperative to set up a public management team and build a reasonable evaluation system in order to follow up the pace of discipline team construction in colleges and universities and improve the overall level of public management discipline. Based on the theory of discipline team building and the development of the subject of public management at the present stage, according to the characteristics of the discipline of public management, this paper puts forward the mode of organizing the team of the subject of public management. After inducting and analyzing the factors that affect the evaluation of the public management team, the paper establishes the evaluation index system of the public management discipline team by the methods of AHP, Delphi and fuzzy comprehensive evaluation. The scientific quantitative analysis of the weight distribution of the evaluation index is carried out. Use expert scoring to determine where the Public Administration team is still lacking and where further improvements are needed. Finally, the author puts forward some suggestions for the construction and evaluation of the public management team, hoping to provide reference and help for the future construction and evaluation of the public management team in colleges and universities.
