服务型政府中回应机制建设研究

【摘要】： 作为公共管理的重要概念,同时也作为服务型政府建设中的重要组成部分,政府回应机制的完善受到了越来越多的重视。目前,我国正处于由管制型政府向服务型政府的转型阶段。服务型政府“公共服务”的本质也要求政府行政要以公民的需求为根本出发点。因此,建立完善的回应机制是实现我国政府向服务型政府建设中尤为重要的一个环节,对服务型政府的建立有着不可替代的作用。只有建立起科学完善的政府回应机制,才能使政府的政策制定顺应民意,实现公共行政的民主化,从而在根本上推动服务型政府的建设。
[Abstract]:As an important concept of public management and an important part of the construction of service-oriented government, more and more attention has been paid to the perfection of government response mechanism. At present, our country is in the transition from regulatory government to service-oriented government. The essence of service-oriented government "public service" also requires government administration to take citizen's demand as the basic starting point. Therefore, the establishment of a perfect response mechanism is a particularly important link in the construction of our government to service-oriented government, which plays an irreplaceable role in the establishment of service-oriented government. Only by establishing a scientific and perfect government response mechanism, can we make the government's policy making conform to the public opinion, realize the democratization of public administration, and promote the construction of service-oriented government fundamentally.
