公共预算改革视角下的政府行政成本控制

【摘要】：计划经济时代的我国政府属于一种“全能型政府”,政府的全部任务就在于为国家的政治经济社会的各项事务做严格的计划,根本无暇顾及政府自身的建设。进入市场经济时代之后,在政府的职能有所削减的情况下强调政府职能的转变,提出了建设服务型政府的目标。建设服务型政府面临的一个重大障碍就是政府的服务成本过高,突出表现为政府的行政成本不断快速膨胀,并日益成为阻碍政府服务效能实现的障碍。建设服务型政府首要任务是控制行政成本的过快增长,政府机关的行政成本主要受制于政府财政预算。政府机关行政成本过快增长有众多原因,但政府财政预算约束软化是根本原因。可以考虑通过完善我国的公共预算体制来达到控制政府机关行政成本的目的。结合中国财政预算体制的现状,建设控制取向的公共预算体制不失为一个明智的选择。在继续强化政府内部对财政预算的行政控制的同时,还要通过以下两个途径来强化对政府预算的控制,一是加强人大对于政府预算的政治控制,走出传统的“行政控制监督行政控制”的怪圈;二是强化第三部门和新闻媒体的社会监督。这样才能有效的降低政府的行政成本,提高政府的服务效能,有力地推进服务型政府的建设。
[Abstract]:In the era of planned economy, the government of our country belongs to a kind of "omnipotent government". The whole task of the government is to make strict plans for the political, economic and social affairs of the country, and it has no time to take into account the construction of the government itself. After entering the era of market economy, the transformation of government functions is emphasized under the condition of the reduction of government functions, and the goal of building service-oriented government is put forward. One of the major obstacles to the construction of service-oriented government is that the service cost of the government is too high, which is highlighted by the rapid expansion of the administrative cost of the government, which is increasingly becoming an obstacle to the realization of the government's service efficiency. The primary task of building a service-oriented government is to control the excessive growth of administrative costs, and the administrative costs of government organs are mainly subject to the government budget. There are many reasons for the excessive growth of administrative costs of government organs, but the softening of government budget constraints is the fundamental reason. The aim of controlling the administrative cost of government organs can be achieved by perfecting the public budget system of our country. According to the present situation of China's fiscal budget system, it is a wise choice to construct a controlling public budget system. While continuing to strengthen the administrative control within the government over the fiscal budget, it is necessary to strengthen the control of the government budget through the following two ways: first, to strengthen the political control of the government budget by the National people's Congress. Step out of the traditional "administrative control supervision administrative control" of the strange circle; Second, strengthen the social supervision of the third sector and the news media. Only in this way can the administrative cost of the government be reduced effectively, the service efficiency of the government be improved, and the construction of the service-oriented government be promoted.
