超国家政治共同体:何谓与何为

【摘要】：人能群,国也能群。"超国家政治共同体"缘于民族国家生存发展的内在需求和强烈意志,是国与国之间结成的"有机生命体"。"共同性"构成超国家政治共同体的身份密码,根据不同的"共同性",可以分为原生共同体、次生共同体和再生共同体三大类型。超国家政治共同体有其内在的生成逻辑,民族国家对于"确定性、安全性和归属感"的渴望,对于自身"完美性"的期待,对于"共同利益"的追求,构成了超国家政治共同体的创生动力。共同体品类繁多,功能各异,但不同的超国家政治共同体背后有着相同的精神特质,比如,集体主体性、认同感、保守性、团结等。随着全球化的深入推进,超国家政治共同体在维系和平、促进发展、共御风险方面扮演着愈来愈重要的角色,国际秩序的和谐稳定得益于超国家政治共同体的积极作为,超国家政治共同体的有效运转取决于共同体内部的机制安排。超国家政治共同体是一个矛盾统一体,只有当团结与分离、秩序与自主、安全与自由、共赢与利己、界内与界外之间的矛盾张力达到平衡态时,共同体才是善的,共同体生活才是值得过的。

The supranational political community has its inherent logic of formation, the desire of the nation-state for "certainty, security and sense of belonging", the expectation for its own "perfection", and the pursuit of "common interests". Constitute a supranational political community of the creation of the motive force. There are many kinds of communities with different functions, but different supranational political communities have the same spiritual characteristics, such as collective subjectivity, identity, conservatism, unity and so on. With the deepening of globalization, the supranational political community plays an increasingly important role in maintaining peace, promoting development, and fighting risks. The harmony and stability of the international order benefit from the positive action of the supranational political community. The effective operation of the supranational political community depends on the institutional arrangement within the community. The supranational political community is a contradictory unity. Only when unity and separation, order and autonomy, security and freedom, win-win situation and self-interest, and the tension of contradiction between inside and outside the boundary reach equilibrium, can the community be good. Community life is worth living.
