“失败国家”与文明使命:国家脆弱程度指数再评估

【摘要】："失败国家"问题的出现,使得人们试图通过设计相关的评估指数来反映国家的失败状况,并在此基础上进行风险评估和引导资源配置。尽管这些指数确实可以使某些处在脆弱境地当中又未曾受到应有重视的国家被纳入国际社会视野,但由于它们在指标体系设计上的缺陷、具体指标选择的不当、数据处理和指标聚合的不足,使得国家脆弱程度指数通常难以确切反映国家失败的程度。也正因如此,这些指数在风险评估和资源配置引导上往往力有不逮,相反,其所构筑的"知识效应"或"主权等级"反而可能会进一步伤害"失败国家"。
[Abstract]:With the emergence of "failed state" problem, people try to reflect the failure state of the country by designing the relevant evaluation index, and on this basis, carry on the risk assessment and guide the allocation of resources. While these indicators can indeed bring into the international community the vision of certain countries in vulnerable situations that have not been given due attention, due to their shortcomings in the design of the indicator system, the selection of specific indicators is inappropriate, The lack of data processing and indicator aggregation makes it difficult for a country's vulnerability index to accurately reflect the extent of a country's failure. As a result, these indices often fail in risk assessment and resource allocation guidance. On the contrary, their "knowledge effect" or "sovereign hierarchy" may further harm "failed states".
