农民参与公共危机管理体系构建研究

【摘要】： 近年来危机事件不断增多,而农村公共危机因为频发性、严重危害性和扩散性等特征越来越受到公众的关注。目前我国公共危机管理主要集中于对城市危机的探讨和解决,这与我国公共危机事件分布区域是不一致的。相对落后的农村危机管理存在很多问题,如政府投入不足、农民危机意识不强、地理条件限制……农村公共危机的管理直接关系农民的切身利益和社会发展的稳定。在建设和谐社会的背景下构建农村公共危机管理体系刻不容缓。相对以往的农村公共危机管理研究,本文主要通过案例从农民参与的角度提出农民应该作为重要的主体积极主动的参与危机管理。
[Abstract]:In recent years, the number of crisis events has been increasing, and the rural public crisis has attracted more and more public attention because of its frequent occurrence, serious harmfulness and diffusivity. At present, the management of public crisis in our country is mainly focused on the discussion and solution of urban crisis, which is inconsistent with the distribution area of public crisis event in our country. There are many problems in the relatively backward rural crisis management, such as insufficient government investment, weak farmers' consciousness of crisis, and limited geographical conditions. The management of rural public crisis is directly related to the vital interests of farmers and the stability of social development. It is urgent to construct the rural public crisis management system under the background of building a harmonious society. Compared with the previous research on rural public crisis management, this paper puts forward that farmers should actively participate in crisis management as an important subject from the perspective of farmers' participation.
