欧洲新民粹主义的政治实践:一项比较研究

【摘要】：20世纪后期,民粹主义以一种新的形态——新民粹主义政党在欧洲兴起,并先后从西欧向剧变后的中东欧扩散,成为一个泛欧洲的现象。由于西欧与中东欧国家的历史传统、政治环境以及经济社会发展状况有所不同,两个地区新民粹主义政党的政策主张与选举表现有一些相似性,同时也呈现很大的差异性。近些年来,新民粹主义政党在整个欧洲得势,其原因在于:欧盟东扩和国际经济变动双重影响引发的经济困难与社会动荡、传统左右翼政党政策趋同以及大众(新)媒体的迅速发展,等等。新民粹主义政党在欧洲已经成为一股重要的政治力量,但并非强大到替代传统左右翼政党的地步,也没有发展成为颠覆议会民主制度的力量。新民粹主义是一个动态的现象,其在欧洲不同地区和国家的前景不尽相同。
[Abstract]:In the late 20th century, populism emerged in Europe as a new form-neo-populist political parties, and spread from Western Europe to Central and Eastern Europe after the upheaval, becoming a pan-European phenomenon. As a result of the historical tradition, political environment and economic and social development of western and central eastern European countries, the policy views of neo-populist political parties in the two regions have some similarities with the election performance, and at the same time, they also show great differences. In recent years, neo-populist parties have gained momentum throughout Europe because of the economic difficulties and social unrest caused by the dual effects of the eastward expansion of the European Union and international economic changes. The policy convergence of traditional left and right parties and the rapid development of mass (new) media, and so on. Neo-populist parties have become an important political force in Europe, but they are not strong enough to replace traditional left-and-right parties, nor have they developed into a force that subverts parliamentary democracy. Neo-populism is a dynamic phenomenon with different prospects in different regions and countries of Europe.
