清代宗室觉罗发遣东北述略

【摘要】：清代将违法犯罪的许多宗室觉罗发遣到东北地区进行管制,但由于监管较为松散,加之许多人自恃身份特殊,有恃无恐,继续惹是生非,因此,这一群体"再犯罪"现象较为常见,而清廷对其进行"再处理"也是比较严厉的。发遣到东北地区的宗室觉罗,虽然一部分人胡作非为,对东北地方社会造成了一定的扰害,但也有一些人在保卫开发边疆、传播京旗文化、从事文学创作方面有所建树,发挥了积极作用。总体而言,清代对犯罪宗室觉罗的管理相较于以往历代尤其是明代还是较为成功的,体现了一定的历史进步性,对维护社会稳定也起到了一定的积极作用,应该予以肯定。
[Abstract]:In the Qing Dynasty, many religious clans who broke the law and committed crimes were sent to the Northeast for control. However, because of the loose supervision and the fact that many people continued to cause trouble on the basis of their special status and no fear, they continued to stir up trouble. This group "recrime" phenomenon is more common, and the Qing Dynasty to its "reprocessing" is also more severe. Although some of the religious clans sent to the Northeast region had misbehaved and caused some nuisance to the local society in the Northeast, some of them were building achievements in defending and developing the border areas, spreading the culture of the Beijing flag, and engaging in literary creation. Played a positive role. In general, the Qing Dynasty's management of the criminal clans was more successful than the previous dynasties, especially the Ming Dynasty, which reflected a certain historical progress and played a positive role in maintaining social stability, which should be affirmed.
