【摘要】：经济全球化正使世界经济经历着一场全面而又深刻的变革,任何国家都不能不面对它所给予的机遇和挑战。各国企业纷纷加快国际化进程,跨国公司逐渐成为世界经济舞台的主角,关于发达国家以及发展中国家企业的国际化问题也成为国际商务研究领域的热点。当前世界经济正处于深度调整之中,复苏动力不足,地缘政治影响加重,不确定因素增多,推动增长、增加就业、调整结构成为国际社会共识。我国经济正处于“三期叠加”的特定阶段,经济发展步入新常态。经济下行压力依然较大,一些企业经营困难,经济增长新动力不足和旧动力减弱的结构性矛盾依然突出。中国国内市场不断开放,市场竞争激烈程度不断增加,这需要在更大的范围、更大的平台上考虑问题,以国际化化的视角考虑区域经济发展问题,可以拓展贸易空间,增加劳务输出、缓解区域内就业压力与矛盾。“新丝绸之路经济带”和“21世纪海上丝绸之路”的战略构想(简称“一带一路”),强调相关各国要打造互利共赢的“利益共同体”和共同发展繁荣的“命运共同体”。“一带一路”作为一项重要的中长期国家发展战略,其要解决中国过剩的产能市场、资源的获取、战略纵深的开拓和国家安全的强化及贸易主导这几个重要的战略问题。这是中国在近200年来首次提出以中国为主导的洲际开发合作框架,将彻底摆脱原来依附大国,被动挨打的地缘政治局面。“一带一路”战略为河北省企业提供了更多的国际化实践空间,在这个重大经济发展战略机遇期,开展企业国际化问题的研究,具有很强的现实意义。河北省企业国际化战略有利于区域内结构调整、产业升级等目标的实现,为“经济强省、美丽河北”目标的实现提供了更为广阔的空间。《京津冀协同发展规划纲要》指出,推动京津冀协同发展是一个重大国家战略,核心是有序疏解北京非首都功能,实现京津冀优势互补,要在京津冀交通一体化、生态环境保护、产业升级转移等重点领域率先取得突破。建设全国产业转型升级试验区,是京津冀协同发展战略赋予河北的重要功能定位之一。当前世界,区域一体化成为推动贸易投资自由化的重要形式。研究河北省企业利用区域经济发展优势,抱团出击,走出国门,实现跨越国界的跨越式发展有着现实意义。通过系统梳理有关国际化的理论,回顾我国及河北省企业国际化的历程和现状,全面总结了各类企业国际化测度方法在我国的应用情况,并通过定性与定量分析相结合的方法,利用单一维度指标和国际通用的指标——跨国化指数两种方法,对河北省51家上市企业及中国企业100强中三家河北企业——河北钢铁集团、开滦集团与冀中能源集团的企业国际化程度进行了测度,与我国企业国际化平均水平进行了比较。在此基础上发现并指出了现有企业国际化测度方法的缺陷,提出了构建科学的企业国际化测度方法应加入国际比较方面因素的考量。在鲁桐蛛网模型基础上,引入新的变量因素,这些因素包括国家风险、全球视野下对国内和国外两个市场的反应指数、国际化战略的存在与有效实施、企业的成长性和企业的盈利水平等,其中,国家风险与企业国际化程度负相关,全球视野下对国内和国外两个市场的反应指数、国际化战略的存在与有效实施、企业的成长性、企业的盈利水平与企业国际化程度正相关。借鉴原蛛网模型的基本原理,并参考其他学者对模型的修正情况,将新因素引入修正模型,构建了新的蛛网模型,提出以蛛网面积测度企业国际化程度,动态而又全面的对企业国际化程度进行反映。通过对河北省企业国际化程度的测度,及与全国企业国际化平均水平的比较,发现河北省企业国际化水平比较低。企业国际化导向、经济发展基础水平、国际环境、外向型人才的缺乏、信息获取约束等因素制约着河北省企业国际化进程。借鉴国际化程度较高的国内外企业发展经验,同时学习和借鉴韩国、美国、印度、日本、欧盟、澳大利亚、印度等国家或地区政府在企业国际化战略推进方面的先进做法,立足河北实际,尤其是结合“一带一路”与“京津冀协同发展”两大国家战略,找出了一些河北省企业国际化进程中存在的主要障碍,为规避一些国家风险、加快企业对国际市场的反应速度,提出了加强信息服务体系建设、进行合适的区位选择与行业选择等政策建议。

Through a systematic theory about internationalization and review the history and current situation of our country and Hebei province enterprise internationalization, summarizes all kinds of enterprise internationalization measurement application in China, and combining the qualitative and quantitative analysis, using single dimension index and international general index, international index two, 51 listed companies in Hebei Province Chinese and top 100 enterprises in three enterprises in Hebei - Hebei iron and Steel Group, the degree of internationalization of Kailuan Group and Jizhong energy group in the The measure was compared with the average level of the internationalization of Chinese enterprises.
