东非医疗保健供应链管理研究 ——来自埃塞俄比亚的实证研究

　　东非地区的医疗保健组织在供应链管理领域面临众多挑战,需要通过管理决策和有效运营来解决。本文针对以埃塞俄比亚为代表的东非发展中国家,研究供应链管理对医疗保健服务质量的作用。由于服务供应链管理趋向于复杂化,传统方法很难有效地应对各种挑战。虽然已有研究在供应链风险管理领域取得了一定成果,但鲜有文献从跨国角度对跨行业部门的战略采购风险进行研究。针对上述问题,本文进行了以下研究:（1）探讨了社会关系、机构支持、机构间合作、外部灵活性等因素对医疗保健供应链风险缓解的影响。研究结果表明,机构间合作和外部灵活性这两个因素对医疗保健供应链风险管理有较大影响,且这一影响在发展中国家更为显著。因此,对风险管理的监测应是卫生组织运营和战略管理的核心。（2）讨论了供应链管理的五个维度:供应商、规格、标准、交付和售后服务,并研究其对埃塞俄比亚医疗保健部门的医疗保健服务质量的影响。其中,服务质量主要考虑了响应、信任和安全三个方面。研究结果表明,埃塞俄比亚私营卫生部门的供应商、规格、标准、分销和售后服务的组合与医疗保健服务质量有关。（3）提出了由成本、质量、灵活性和交付构成的竞争优先级,研究了其对供应链管理中供应商、...
