多中心治理视角下厦门市公共工程建设项目监管研究

【摘要】：公共工程建设项目的政府监管与社会各界的财产和人身安全密切相关。为了增加对政府监督的信任,以及政府监督的透明力度,引进多中心治理,增加监督安全生产管理的力度,保证公共工程建设项目政府监管效率以及政府公信力的有效提高。本文通过运用多中心治对厦门市公共工理程建设项目政府监管进行了实例分析,将公共工程建设项目传统、单一的监管模式置于多中心治理的框架下进行分析,并结合厦门市公共工程项目建设政府监管现状,对公共工程建设项目监管的特点以及工程项目建设前期、招标、施工等各阶段存在的问题进行了深入分析。同时,分析了公共工程建设项目政府监督管理存在的未全过程动态监管、相关制度未执行到位等问题,并且分析了公共工程项目建设政府监管问题存在的原因,最后通过国内外经验及我国特殊国情提出完善建议:在公共工程建设项目的监管过程中,政府积极发挥其主导作用,并且有效提高建筑行业协会及中间机构参与监管的积极性,以及公众和媒体参与到监管的过程中,对公共工程建设项目进行全方位的有效监管。最终多中心治理将公共工程项目建设监管模式转变为政府、市场和公众共同监管,使项目监管更加具有合理性,并且能够避免安全生产事故的发生。
[Abstract]:The government supervision of public works construction projects is closely related to the property and personal safety of all walks of life. In order to increase the trust in government supervision and the transparency of government supervision, multi-center governance is introduced. Increase supervision of production safety management. To ensure the efficiency of government supervision of public works construction projects and the effective improvement of government credibility. This paper analyzes the government supervision of public engineering construction projects in Xiamen by the use of multi-center governance. The traditional public works construction projects, a single regulatory model under the framework of multi-central governance analysis, and combined with the current situation of government supervision of public works projects in Xiamen. The characteristics of the supervision of public works construction projects and the problems existing in the early stage, bidding, construction and other stages of the project construction are analyzed in depth. At the same time. This paper analyzes the problems existing in the government supervision and management of public works construction projects, such as the incomplete dynamic supervision of the whole process and the non-implementation of relevant systems, and analyzes the reasons for the problems existing in the government supervision of the construction of public works projects. Finally, through the domestic and foreign experience and the special national conditions of our country put forward the perfect suggestion: in the public works construction project supervision process, the government positively exerts its leading role. And effectively improve the construction industry associations and intermediary institutions to participate in the regulation of enthusiasm, as well as the public and the media to participate in the process of regulation. Finally, multi-center governance will change the supervision mode of public works project construction into government, market and public supervision, which makes the project supervision more reasonable. And can avoid the occurrence of safety accidents.
