【摘要】：毛泽东水利思想是毛泽东同志为主要代表的中国共产党人运用马克思主义的基本观点、基本原理和基本方法分析和解决中国水利问题和发展中国特色水利事业的理论原则和经验总结。毛泽东水利思想是毛泽东思想的重要组成部分,是中国共产党人发展中国特色社会主义事业的宝贵精神财富。马克思恩格斯水利观和中国传统治水思想与实践是毛泽东水利思想的主要理论来源。封建社会长期水害和长期的战争严重破坏了水利工程以及新中国建设对水利的新需要是毛泽东水利思想形成的现实依据。而毛泽东心系于民的宗旨与情怀和一生中与江河的结缘是毛泽东水利思想形成的主观条件。水利是农业的命脉、水利是制约经济社会发展的重要因素和水利是实现国家长治久安的重大课题等是毛泽东关于水利的基本观点。着力整治大江大河以消除水患、重点发展港口和航运以助推我国经济社会发展、发展水电事业以解决我国能源不足问题和大力培养具有中国特色的水利高级专门人才是毛泽东发展水利的主要方法。毛泽东水利思想具有水利与水害的对立统一、水利发展与生态环境建设的有机统一和水利工程建设推进与中国人的水利精神培育的高度统一的辩证法特点和把水利与经济、政治、社会、文化、环境、国防统筹谋划体现整体性思维。兴修水利是治国安邦之举,建国初期水利建设为巩固社会主义制度奠定了农业基础,水利与经济、政治等要素进行统筹谋划体现整体性思维,新中国治水胜利为建设现代化水利强国积累了宝贵经验等构成了毛泽东水利思想的理论价值和实践价值。牢固树立以人民为中心的治水理念、不断把马克思主义水利思想中国化时代化、在科学视角下全面统筹我国水资源的开发利用和把水环境治理作为生态文明建设的重要指标是毛泽东水利思想的当代启示。
[Abstract]:Mao Zedong's water conservancy thought is the basic point of view of the use of Marxism by the Chinese Communists, who are mainly represented by Comrade Mao Zedong. The basic principles and methods of analyzing and solving water conservancy problems in China and the theoretical principles and experiences of developing water conservancy with Chinese characteristics. Mao Zedong's water conservancy thought is an important part of Mao Zedong's thought. Marx and Engels water conservancy view and Chinese traditional water control thought and practice are the main theoretical source of Mao Zedong's water conservancy thought and feudal society for a long time. The water disaster and the long war seriously destroyed the water conservancy project and the new need of the construction of the new China, which is the realistic basis of Mao Zedong's water conservancy thought formation. Margin is the subjective condition of Mao Zedong's water conservancy thought. Water conservancy is the lifeblood of agriculture. Water conservancy is an important factor restricting economic and social development, and water conservancy is a major task to realize the long-term stability of the country. It is Mao Zedong's basic view on water conservancy. Focus on developing ports and shipping to boost China's economic and social development, Developing hydropower projects to solve the problem of energy shortage in our country and vigorously cultivating senior water conservancy professionals with Chinese characteristics are the main methods for Mao Zedong to develop water conservancy. The water conservancy thought of Mao Zedong has the unity of opposites between water conservancy and water disaster. The organic unity of water conservancy development and ecological environment construction and the highly unified dialectical characteristics of water conservancy project construction and the cultivation of Chinese water conservancy spirit, and the integration of water conservancy with economy, politics, society, culture and environment, The construction of water conservancy is an act of governing the country and the country.
