中国南海区域渔业行政执法问题与对策

【摘要】：随着南中国海沿海各国圈海占岛,造成我国南海海域争端不断加剧,严重阻碍我国海洋渔业发展。为维护我国海洋合法权益和渔民的渔业利益,加强我国海洋渔业行政执法力度势在必行。本文分析梳理了当前南海区域行政执法中存在的问题,提出加强渔业执法人才选拔和培训工作、建立科学合理的行政执法机制、保证行政执法程序的公平与合理、提高执法监督质量等对策建议。
[Abstract]:With the coastal countries of the South China Sea occupying the islands, the disputes in the South China Sea are becoming more and more serious, which seriously hinder the development of the marine fishery in China. It is imperative to strengthen the administrative law enforcement of marine fishery in China. This paper analyzes and combs the problems existing in the administrative law enforcement in the South China Sea region, and proposes to strengthen the selection and training of fishery law enforcement personnel and to establish a scientific and reasonable administrative law enforcement mechanism. To ensure the fairness and reasonableness of administrative law enforcement procedure and to improve the quality of law enforcement supervision.
