贵安新区政府环境治理行为研究

【摘要】：党的十八届五中全会提出“创新、协调、绿色、开放、共享”五大发展理念,其中“绿色”发展理念受到广泛的关注。习近平主席在贵州调研时曾强调贵安新区要抓生态与经济发展两条底线发展。贵州省十一届六中全会也明确强调贵安新区要努力加强生态文明与生态环境建设;努力完善“绿色贵州”环保设施建设;加大投入和监督力度;坚持“多彩贵州,拒绝污染”;增强环境违法行为的打击力度;推进循环经济的发展。因此,政府在城镇化过程中对于环境的保护显得尤为重要,环境问题处理得是否妥善将影响公众心目中的政府形象与信誉。同时,盲目发展经济而忽视环境的发展模式所带来的损失并不能用经济增长带来的收益来抹平。本文以贵安新区为分析案例,运用政府行为外部性理论、公共选择理论、利益驱动等理论,采用系统分析法、访谈法和定性分析法来探讨贵安新区地方政府在农村环境治理行为中的影响因素及其成效,并以具有特殊性的贵安新区政府为思考,提出具有普遍性的规范政府环境治理行为的对策建议。地方政府在农村环境治理中的行为、作用以及通过何种方式来规范地方政府在环境治理中的行为是论文研究的重点所在,同时,明确提出了在城镇化进程中地方政府环境治理有哪些行为以及这些行为产生的主要影响因素,并通过这些影响因素阐述政府行为在其中的作用与不足。文章最后提出政府环境治理应始终贯彻“绿色”的发展概念的观点,实现多元化多中心的环境治理。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee put forward the five development concepts of "innovation, coordination, green, openness and sharing", among which the "green" development concept received extensive attention. President Xi Jinping, in Guizhou Province, stressed the importance of ecological and economic development. The sixth Plenary session of the 11th Central Committee of Guizhou Province also clearly emphasized that Gui'an New District should make great efforts to strengthen ecological civilization and ecological environment construction, strive to improve the construction of "green Guizhou" environmental protection facilities, increase investment and supervision, insist on "colorful Guizhou, refuse pollution"; We will step up efforts to crack down on environmental violations and promote the development of circular economy. Therefore, it is particularly important for the government to protect the environment in the process of urbanization. Whether the environmental problem is properly handled will affect the image and credibility of the government in the eyes of the public. At the same time, the loss caused by blindly developing the economy and ignoring the environment can not be equalized with the income brought by the economic growth. This paper takes Gui'an New District as a case study, applies the theory of externality of government behavior, the theory of public choice, the theory of interest drive, and so on, and adopts the systematic analysis method. The interview method and qualitative analysis method are used to discuss the influencing factors and their effects of the local government in Gui'an New District in the rural environmental governance behavior, and to consider the Gui'an New District Government with its particularity. This paper puts forward some countermeasures and suggestions for standardizing the government's environmental governance behavior. The behavior and function of local government in rural environmental governance and how to regulate the behavior of local government in environmental governance are the key points of this paper. In the process of urbanization, the author puts forward the behaviors of local government environmental governance and the main influencing factors, and expounds the function and deficiency of government behavior in the process of urbanization. Finally, the paper points out that government environmental governance should carry out the concept of "green" all the time and realize multi-center environmental governance.
