鄂尔多斯市“政务云”建设及运营管理研究

【摘要】：近几年,政务云逐渐由概念落实为实际建设,国内各个省市都在依托信息化建设,以大数据、云计算为基础,推进各地的“政务云”建设,截至目前,现已有约900多个地方“政务云”平台涌现在荧屏之上。在2016年政务工作报告中,李克强总理对“互联网+政务”即政务云工作推进情况做出指示,表示对现有成绩的肯定,并对2017年政务云工作提出更高的要求,构筑全国自上而下的政府信息系统网络建设,上下联动、互联互通,搭建起统一、互联、高效的全国政务云平台。”同时,2016年底,全国各个省市、地区提交的2017年《政府工作报告》中,政务云成为高频用词,几乎每家工作报告都有提及,“政务云”一度成为网络热词,标志着从中央到地方都把政务信息化改革作为首要任务,政务工作进入全面建设阶段。鄂尔多斯市作为边疆少数民族地区,经济、社会发展较为落后,电子政务工作起步晚,建设和应用都处于初级阶段。但是,鄂尔多斯依托大数据、云计算产业,认准政务公开必须应对快速发展的趋势,大力发展政务云建设和应用取得实效。鄂尔多斯市根据实际情况走出了一条符合地方应用和发展的鄂尔多斯市“政务云”建设模式。本文通过对鄂尔多斯市“政务云”的背景、建设和发展进行了研究。分析和总结了鄂尔多斯市“政务云”建设的成果和特色,通过与“政务云”发展突出城市进行了横向对比和分析,查找鄂尔多斯市“政务云”建设和发展存在的问题和差距,分析成因,提出了进一步完善和提高鄂尔多斯市“政务云”建设的管理建议。
[Abstract]:In recent years, the government cloud has gradually been implemented as a practical construction. All the provinces and cities in China are relying on information construction, with large data and cloud computing as the basis to promote the construction of "government cloud" in all parts of the country. At present, about more than 900 local "government cloud" platforms are now on the screen.
