泉州市公安机关涉警网络舆情管理能力建设研究

【摘要】：随着经济建设的不断发展和社会体制改革的持续深入,我国进入了社会转型期。社会各阶层的诉求、利益格局变化产生的矛盾、思想观念的转变等因素使得社会风险不断加剧。公安机关作为维护社会稳定和打击刑事犯罪的专门机构,是政府机关的重要职能部门;同时,也是直接面对各种社会矛盾和风险的部门。由于工作职能的特殊性,公安机关往往容易成为社会舆论关注的焦点,甚至是被炒作、歪曲;其中,执法对象、其他相关利益群体或普通群众都可能是舆论的发起者和参与者。各方的利益诉求交织在一起,让舆情变得复杂。尤其是在互联网和移动通信技术不断融合发展的今天,信息的传播速度越来越快,涉警网络舆情所产生的影响也变得越来越大,促使公安机关必须给予充分的重视;如何增强涉警网络舆情管理能力成为迫切需求。本文选择泉州市公安机关涉警网络舆情管理能力的建设情况为研究对象,以罗伯特·希斯的危机管理4R模型理论为工具,对当前实际情况进行研究,分析存在的问题和产生原因。同时,通过对北京、广州、厦门等地公安机关涉警网络舆情管理能力建设经验的借鉴,提出适合泉州市公安机关实际情况、有利于提升舆情管理能力的若干措施。危机管理4R模型理论能在很好地对应舆情发展各个阶段的基础上,为公安机关探索提升涉警网络舆情管理能力提供了一个不错的途径,具有很强的现实意义和理论价值。
[Abstract]:With the continuous development of economic construction and the continuous deepening of social system reform, China has entered the social transformation period. The social risks are aggravated by the demands of all social strata, the contradictions caused by the change of interest pattern, the change of ideology and so on. As a special institution for maintaining social stability and cracking down on criminal crimes, the public security organ is an important functional department of the government organ, and also a department that directly faces all kinds of social contradictions and risks. Because of the particularity of the work function, the public security organ is apt to become the focus of public opinion attention, even be hyped, distorted; among them, the law enforcement object, other relevant interest groups or ordinary people may be the initiator and participant of public opinion. The interests of all parties are intertwined, making public opinion complex. Especially in the continuous development of the Internet and mobile communication technology, the speed of information dissemination is getting faster and faster, and the influence of network public opinion on police becomes more and more great, which urges the public security organs to pay full attention to it. How to enhance the ability of network public opinion management becomes an urgent need. This paper chooses the construction of the network public opinion management ability of the public security organs of Quanzhou city as the research object, taking Robert Heath's 4R model theory of crisis management as the tool, carries on the research to the present actual situation. Analyze the existing problems and causes. At the same time, based on the experience of public opinion management of police network in Beijing, Guangzhou, Xiamen and other places, some measures are put forward, which are suitable for the actual situation of public security organs in Quanzhou City and helpful to improve the ability of public opinion management. The 4R model theory of crisis management can provide a good way for the public security organs to explore and enhance the ability of public opinion management in the police network on the basis of responding to the various stages of the development of public opinion. It has a strong practical significance and theoretical value.
