【摘要】: 公务员考试录用制度是公务员制度的核心内容,是推行公务员制度的突破口。公务员考录制度的实质是为了“知人”而“善用”,它的发展与完善对于公正地选拔人才,,建设“高素质、专业化”的公务员队伍,提高管理国家事务的成效具有重要意义。 建立和推行公务员考试录用制度,是党和国家的重大决策,是在邓小平理论和“三个代表”重要思想指导下干部人事制度的重大改革,是社会主义政治文明建设的重要内容。自党的十三大和七届全国人大提出建立公务员制度,强调“凡进必考”原则,党的十四大和八届全国人大提出尽快推行公务员制度,尤其是公务员考试录用制度,到党的十五大和九届全国人大提出完善包括考录制度在内的公务员各项制度,党的十六大提出健全公务员制度,严把“入口关”。公务员考录制度不断趋于完善,实施工作不断走向深入。 随着经济全球化的加快,世界各国的行政改革和公务员制度的改革浪潮蜂起迭涌。传统官僚科层制已经不能适应这个社会日新月异的变化和时代的飞速发展,特别是我国加入WTO后的社会转型阶段,传统的考试录用制度越来越不适应信息社会及全球化时代政府管理实践的需要,我国公务员考试录用制度面临着新的机遇和挑战。在现行公务员考试录用制度实施过程中,由于实施的政治环境、经济环境和文化环境等社会环境不够成熟,导致公务员考试录用环节上出现了许多问题。面对全球范围的公务员考试录用改革的潮流,如何立足我国国情,推进我国公务员考试录用制度建设,对这些问题的思考已经成为一个紧迫而又重要的理论与实践课题。本文论述了公务员考录制度的基本理论,找出公务员考录制度的存在问题并进行深入分析,借鉴西方和亚洲国家的公务员考录制度改革经验,提出我国公务员考录制度的对策设计和改革构想。
[Abstract]:The civil servant examination and employment system is the core content of the civil servant system and the breakthrough of the implementation of the civil servant system. The essence of the civil servant examination and record system is to "make good use of" for the purpose of "knowing people". Its development and perfection are of great significance to the fair selection of talents, the construction of "high quality and specialization" civil servants, and the improvement of the effectiveness of the management of state affairs. The establishment and implementation of the examination and recruitment system for civil servants is an important decision of the Party and the state, a major reform of the cadre and personnel system under the guidance of Deng Xiaoping's theory and the important thought of "three represents", and an important content of the construction of socialist political civilization. Since the Thirteenth National Congress of the Party and the Seventh National people's Congress have proposed the establishment of a civil service system, emphasizing the principle of "all progress is required for examination", the 14th National Congress of the Party and the eighth National people's Congress have proposed to implement the civil service system as soon as possible, especially the examination and employment system for civil servants. At the 15th National Congress of the Party and the Ninth National people's Congress, we proposed to perfect all systems of civil servants, including the examination system, and the 16th National Congress of the Party proposed to improve the system of civil servants and strictly control the "import and export system." The civil servant examination system tends to perfect unceasingly, the implementation work moves toward the thorough unceasingly. With the acceleration of economic globalization, the wave of administrative reform and civil service system reform in various countries is surging. The traditional bureaucratic hierarchy system has been unable to adapt to the rapid changes in the society and the rapid development of the times, especially in the social transformation stage after China's entry into WTO. The traditional examination employment system is more and more unable to meet the needs of the government management practice in the information society and the era of globalization. The examination and employment system of civil servants in our country is faced with new opportunities and challenges. In the course of the implementation of the current civil servant examination and employment system, there are many problems in the examination and employment of civil servants because of the immaturity of the social environment, such as political environment, economic environment and cultural environment. In the face of the global trend of civil servant examination and recruitment reform, how to promote the construction of civil servant examination and recruitment system based on our country's national conditions has become an urgent and important theoretical and practical subject. This paper discusses the basic theory of the civil servant examination system, finds out the existing problems of the civil servant examination system and makes a deep analysis, and draws lessons from the experience of the reform of the civil servant examination system in the western and Asian countries. This paper puts forward the countermeasure design and reform conception of civil servant examination system in our country.
