我国扶贫攻坚的政府责任研究

【摘要】：自从1978年改革开放后,我国政府将扶贫开发作为我国的基本国家战略,我国的扶贫开发已经经历了40多年的历程,我国的扶贫工作从体制扶贫到大规模开发式扶贫,进入到目前的扶贫攻坚阶段,都取得了阶段性的成果,我国政府在整个扶贫攻坚工作中有着举足轻重的核心领导地位,因此,研究我国政府在扶贫攻坚中的责任具有重要的现实意义。我国的扶贫开发在取得举世瞩目成绩的同时,也伴随着出现着许多新的问题,从而给我国的扶贫攻坚体系构建带来了巨大挑战和压力,在研究如何解决规划落地难题、帮扶到户难题、管理粗放难题和扶贫资源整合难题这些问题的同时,就可以牵引出我国扶贫攻坚中的政府责任。扶贫攻坚中的政府责任就可以落实到破解规划落地难题、破解帮扶到户难题、破解管理粗放难题和破解资源整合难题这几个方面上,在解决办法上以创新分级责任机制来破解规划落地难题;以建立精准扶贫机制来破解破解帮扶到户难题;以改革政府行政管理体制和建立创新有效监管机制来破解破解管理粗放难题;以创新多元协同机制来破解资源整合难题,着重突显政府对于扶贫攻坚的责任意识,明确政府在扶贫攻坚中的责任,从而推动我国扶贫攻坚工作的前进。扶贫攻坚工作是一项有关于国计民生的大事,它的成败决定了我国全面建成小康社会、全面建设社会主义和谐社会和中国特色的社会主义国家的进程,扶贫攻坚中政府对政府责任的完善将主导着这一事关国计民生的事业。
[Abstract]:Since the reform and opening up in 1978, the Chinese government has regarded poverty alleviation and development as the basic national strategy of our country. China's poverty alleviation and development has gone through more than 40 years. The poverty alleviation work in China has changed from institutional poverty alleviation to large-scale development poverty alleviation. Entering the current stage of poverty alleviation, we have achieved phased results. Our government has a pivotal core leadership position in the whole work of helping the poor, so, It is of great practical significance to study the responsibility of our government in helping the poor. The development of poverty alleviation in our country has made great achievements in the world, but at the same time, there are also many new problems, which bring great challenges and pressures to the construction of poverty alleviation system of our country, so we are studying how to solve the problem of planning and landing. While helping households, managing extensive problems and integrating poverty relief resources, these problems can lead to the government's responsibility in helping the poor in our country. The government's responsibility in helping the poor can be implemented in such aspects as solving the problems of planning and landing, helping households, solving extensive management problems and integrating resources. In order to solve the problem of planning landing by innovating the hierarchical responsibility mechanism and establishing a precise poverty alleviation mechanism to solve the problem of helping households; By reforming the administrative system of the government and establishing an innovative and effective supervision mechanism to solve the extensive problems of management, to solve the problem of resource integration by innovating multiple cooperative mechanisms, and to highlight the government's sense of responsibility for helping the poor, Make clear the responsibility of the government in helping the poor, so as to push forward the work of helping the poor in our country. Poverty alleviation is a major event concerning the national economy and the people's livelihood. Its success or failure determines the process of building a well-off society, building a socialist harmonious society and building a socialist country with Chinese characteristics in an all-round way. The improvement of government responsibility will dominate the cause of national economy and people's livelihood.
