京津翼区域雾霾的政府间协同治理研究

【摘要】:2012年冬季,以PM2.5为主导的雾霾天气笼罩着大半个中国。京津冀是雾霾污染较为严重的地区。在北京等地区,PM2.5的实时浓度已经超过了1000μg/m~3。虽然京津冀三地在奥运会、APEC会议和阅兵式等大型活动期间的雾霾污染天气得到了一定时间范围内的控制和治理,但各地政府都存在从自身角度出发的治理理念。这一出发点就造成了三地在雾霾治理上存在着一定的“利益差”。京津冀地区雾霾的政府间协同治理仍停留在短期化的尝试和形式上的项目规划上,各地政府间缺少在雾霾治理上的协同合作。以PM2.5、SO2为主要成分的雾霾在京津冀区域内形成交叉污染,互相作用,且比例很大。雾霾污染的无界化和外溢化特征要求区域政府间进行协同治理,且三地政府要对区域内环境资源进行统筹分配,改善和强化空气联合调控、联合防治的协同机制,协力治污。本文选取我国京津冀区域雾霾的政府间协同治理研究为题,梳理了国内外关于雾霾区域政府间协同治理的文献,界定了雾霾及其构成、区域政府和政府间协同治理的概念,阐述了区域政府间协同治理对解决京津冀雾霾问题的必要性。同时,笔者以协同治理理论和外部性理论为基础,在了解京津冀区域雾霾的政府间协同治理成果的基础上,发现京津冀地区并未形成长效的协同治理;然后分别从政府存在自利性倾向,传统的属地治理模式导致政策碎片化,治霾压力不均导致污染物排放控制标准存在差距和信息共享意识与监测技术资源开发不足四个方面揭示了问题背后的原因;紧接着从四个角度明确了健全京津冀地区雾霾政府间协同治理的路径选择,即要在统一规划上重构伙伴型的区域雾霾协同治理组织运行模式,在统一协调上完善三地法律政策联动的保障机制,在统一标准上实行三地空气环境标准一体化控制,在统一监测上完善区域内信息共享和监测通报机制。通过本文的研究,笔者期望能够给区域政府间的合作提供一种客观积极的治理模式,使政府发挥其应有作用,以期对其他地区甚至全国的雾霾治理有所裨益。
[Abstract]:In the winter of 2012, haze, dominated by PM2.5, shrouded most of China. Beijing, Tianjin and Hebei are the most polluted areas of haze. In Beijing and elsewhere, the real time concentration of PM2.5 has exceeded 1000 渭 g / m ~ (3). Although the haze pollution weather in Beijing, Tianjin, Hebei and other large-scale events such as the Olympic Games and the military parade has been controlled and treated within a certain time range, the local governments have their own governance concepts. This point of departure caused the three places in haze governance there is a certain "difference of interest." The inter-governmental cooperative governance of haze in Beijing-Tianjin-Hebei region is still on short-term attempt and formal project planning, and there is a lack of cooperative cooperation in haze governance among local governments. Haze with PM2.5 so _ 2 as the main component formed cross pollution, interaction and large proportion in Beijing-Tianjin-Hebei region. The unbounded and spillover characteristics of haze pollution require coordinated management among regional governments, and the three local governments should coordinate the allocation of environmental resources in the region, improve and strengthen the air joint control and control, and jointly prevent and control the pollution. This paper selects the research of haze in Beijing-Tianjin-Hebei region as the topic, combs the domestic and foreign literature about haze regional intergovernmental collaborative governance, defines the concept of haze and its composition, regional government and intergovernmental collaborative governance. This paper expounds the necessity of cooperative governance between regional governments to solve the problem of Beijing, Tianjin and Hebei haze. At the same time, based on the theory of cooperative governance and the theory of externality, the author finds out that there is no long-term cooperative governance in Beijing-Tianjin-Hebei region on the basis of understanding the results of inter-governmental cooperative governance of Beijing-Tianjin-Hebei region. Then, from the self-interest tendency of the government, the traditional territorial governance model leads to the fragmentation of the policy. The gap between pollutant emission control standards and the lack of awareness of information sharing and insufficient development of monitoring technology resources due to uneven pressure of haze control revealed the reasons behind the problems. Then, from four angles, this paper clarifies the path to perfect the cooperative governance between haze governments in Beijing-Tianjin-Hebei region, that is, reconstructing the running mode of regional haze cooperative governance organization based on partnership in unified planning. In the aspect of unification and coordination, we should perfect the guarantee mechanism of the linkage of laws and policies of the three places, implement the integrated control of the air environmental standards of the three places in the unified standard, and perfect the information sharing and monitoring and notification mechanism in the region in the unified monitoring. Through the study of this paper, the author hopes to provide an objective and positive governance model for the cooperation between regional governments, so that the government can play its due role in order to benefit the haze governance in other regions and even in the whole country.
