大学生志愿服务西部计划执行中存在的问题及对策研究

【摘要】：“大学生志愿服务西部计划”项目(简称“西部计划”)的产生与实施,是我国政府为鼓励青年大学生及有识之士到实践中去、到基层岗位和西部艰苦地区去,接受磨难的洗礼、健康成长,是我们党和政府的一贯方针,是在新的形势下,站在执政兴国和人才强国的战略高度,需要长期坚持和不断完善的制度。自2003年6月西部计划在我国实施以来,引导了青年学生深入西部地区去、深入到基层、到祖国和人民最需要的地方去建功立业;促进了西部贫困地区教育、卫生、农技、扶贫等社会事业的发展;拓展了大学生就业、创业的渠道;培养发掘一大批不仅仅具备现代科学文化知识、同时又具备基层实际动手能力、强烈社会责任感和带头意识的优秀青年人才;弘扬了“奉献、友爱、互助、进步”的志愿精神,推动了经济社会的全面发展。但是,随着政策实施的时间逐年递增,西部计划执行过程中的问题也逐渐浮出水面,不利于党和国家对于大学生志愿服务西部计划美好初衷的实现,因此,政府要引起足够重视,采取有效的方式予以解决。为此,笔者根据西部计划实施十四年以来的现实情况,对该政策执行中出现的问题进行深入的研究工作。首先笔者介绍了本课题的研究背景及意义、国内外文献研究综述、研究思路和方法以及创新和不足之处,然后对大学生志愿服务西部计划的相关概念及理论基础进行了界定。接下来,阐述了“大学生志愿服务西部计划”的起源和发展,具体包括:当代中国志愿服务的基本特征、正式兴起和发展历程、“大学生志愿服务西部计划”项目的产生条件、实施现状,并在借鉴西方发达国家关于志愿服务活动的先进经验的基础上,总结了大学生志愿服务西部计划执行过程中存在的问题,并对存在的问题进行科学分析。这一部分的问题探寻我从招募地政府与高校、服务地政府及该政策执行的配套措施三个主体展开,包括招募地政府各部门与高校间协调不畅、服务地政府各部门协调失灵,及政策执行配套措施的针对性不强。最后以大学生志愿服务西部计划执行的总体方针和原则为前提,针对大学生志愿服务西部计划在执行的各环节中出现的问题提出相应的治理对策:明确招募地政府各部门与高校职能定位、端正服务地政府执行态度以及完善相关配套措施。
[Abstract]:In order to encourage the young college students and people with insight to go to practice, to go to the grass-roots posts and the hard areas in the west, the project of "College students volunteering for the West" (the "Western Plan" for short) has been produced and implemented by the Chinese government in order to encourage young college students and people of insight to go to practice. It is the consistent policy of our party and government to accept the baptism of tribulation and grow up healthily. Under the new situation, standing on the strategic height of ruling and developing the country with talent, we need to persist and perfect the system for a long time. Since the implementation of the Western Plan in China in June 2003, young students have been guided to go deep into the western region, to the grass-roots level, to the areas where the motherland and the people need it most, and to promote education, health, and agricultural techniques in the poverty-stricken areas of the western region. The development of poverty alleviation and other social undertakings; the expansion of the channels for college students to obtain employment and start a business; and the cultivation and exploration of a large number of people who not only possess modern scientific and cultural knowledge, but also have the practical ability at the grass-roots level. The outstanding young talents with strong sense of social responsibility and leading consciousness have carried forward the voluntary spirit of "dedication, fraternity, mutual assistance and progress" and promoted the all-round development of the economy and society. However, with the increasing implementation of the policy year by year, the problems in the process of implementing the western plan have gradually surfaced, which is not conducive to the realization of the good intention of the Party and the state for the college students' voluntary service to the western plan. The government should pay enough attention to it and take effective measures to solve it. Therefore, according to the reality of the western plan since 14 years ago, the author makes a deep research on the problems in the implementation of the policy. First, the author introduces the research background and significance of this topic, the literature review, the research ideas and methods, the innovation and shortcomings, and then defines the related concepts and theoretical basis of the western volunteer service plan for college students. Then, the origin and development of "College students' volunteer service western plan" are expounded, including: the basic characteristics of contemporary Chinese voluntary service, the formal rise and development process, the conditions of the "university student volunteer service western plan" project. On the basis of drawing lessons from the advanced experience of western developed countries, this paper summarizes the problems existing in the implementation of the western voluntary service plan for college students, and makes a scientific analysis of the existing problems. This part of the problem from the recruitment of the local government and universities, the service of the government and the implementation of the policy implementation of the three main body, including the recruitment of local government departments and universities between the coordination between the lack of coordination, the service of the local government departments coordination failure, And the policy implementation measures are not strong targeted. Finally, on the premise of the overall policy and principle of the implementation of the western voluntary service plan for college students, In view of the problems in the implementation of the western plan of voluntary service for college students, the corresponding countermeasures are put forward: defining the functional orientation of the local government departments and universities, rectifying the attitude of the government in the places where they serve and perfecting the relevant supporting measures.
