新型城镇化进程中“撤村建居”社区服务管理创新研究

【摘要】：近年来,我国大力推进新型城镇化建设步伐,在新型城镇化的大背景下,通过政府一系列规划改造后的建制村实现了撤村建居,而原来的村委会也转变为城镇化背景下的社区,这种在新型城镇化进程中形成的社区由于其存在的独有特征,使其在日常工作管理中存在一定的特殊性。社区的服务方式究竟应当产生怎样的转变,撤村建居社区应当走怎样的发展路径,等等相关问题的存在亟需政府部门给予充分的说明,使社区工作人员在日常管理过程中能够做到有法可依、有据可循。当前,撤村建居已经成为我国大力推进城镇化进程的一大难点与重点问题,也是我国今后开展基层治理的一条重要路径。基于以上现状,本人对新型城镇化进程下社区职能转变与服务管理创新问题进行分析与论述,以期能够对前文所提出的困惑找到有效的解决方案。第一部分绪论,主要通过研究背景的阐述来对以下的研究方法、研究意义、研究目的进行架构;第二部分分析了新型城镇化进程下“撤村建居”社区职能的特点;第三部分阐述了新型城镇化进程下社区职能定位及职能转变的必要性;第四部分分析了新型城镇化进程下社区职能转变存在的问题;第五部分提出了新型城镇化进程下社区职能转变与服务管理方式创新对策;最后一部分对全文进行了总结。
[Abstract]:In recent years, China has vigorously promoted the pace of new-type urbanization construction. Under the background of new-type urbanization, through a series of government planning and transformation, the established villages have realized the evacuation of villages and built houses, and the original village committees have also been transformed into communities under the background of urbanization. This kind of community formed in the process of new urbanization has some particularity in daily work management because of its unique characteristics. What kind of changes should be made in the service mode of the community, what kind of development path should be taken in the community of evacuation, and so on, and the existence of related problems need to be fully explained by the government. Community staff in the daily management process can be done in accordance with the law, there is evidence to follow. At present, evacuation of villages to build houses has become a major difficulty and key issue in promoting the urbanization process in China, and is also an important path for our country to carry out grass-roots governance in the future. Based on the above situation, I analyze and discuss the problems of community function transformation and service management innovation in the process of new urbanization, in order to find an effective solution to the confusion mentioned above. The first part is introduction, mainly through the research background elaboration to carry on the structure to the following research method, the research significance, the research goal; The third part expounds the necessity of community function orientation and function transformation in the process of new urbanization, the fourth part analyzes the problems existing in the transformation of community function under the new urbanization process. The fifth part puts forward the strategies of community function transformation and service management innovation under the process of new urbanization.
