中国农村基础设施供给机制分析

【摘要】： 2006年3月5日,国务院总理温家宝在十届四次会议上作的政府工作报告中明确强调,建设社会主义新农村,必须加强农村基础设施的建设。“十一五”规划中也着重指出要大力发展农村公共事业,加大农村基础设施投入。农村基础设施成为影响和制约农村经济和社会发展的重要因素。一个地区的农村基础设施供给状况综合反映了该地区的农村经济发展水平和农民生活条件。供给机制就成为农村基础设施有效供给的重要因素之一。本文就农村基础设施的供给机制进行了探讨。首先介绍了公共产品、农村公共产品的基本内涵和分类,以及农村基础设施的基本内涵、特点和农村基础设施的供给机制。其次分析了农村基础设施供给过程中存在的主要问题。再次介绍了美国、日本、韩国农村基础设施供给的经验以及这些成功经验对我国农村基础设施供给机制的启示。最后本文针对我国农村基础设施存在的问题提出了完善我国农村基础设施供给机制的基本思路。
[Abstract]:On March 5, 2006, Premier Wen Jiabao of the State Council clearly emphasized in the government work report made at the 4th session of the Tenth National Congress that the construction of new socialist countryside must be strengthened. The 11th five-year Plan also stresses the need to vigorously develop rural public utilities and increase investment in rural infrastructure. Rural infrastructure has become an important factor affecting and restricting rural economic and social development. The supply of rural infrastructure in a region reflects the level of rural economic development and the living conditions of farmers. The supply mechanism has become one of the important factors in the effective supply of rural infrastructure. This paper discusses the supply mechanism of rural infrastructure. Firstly, it introduces the basic connotation and classification of public goods and rural public goods, as well as the basic connotation, characteristics and supply mechanism of rural infrastructure. Secondly, it analyzes the main problems in the process of rural infrastructure supply. It also introduces the experience of rural infrastructure supply in USA, Japan and South Korea and the enlightenment of these successful experiences to the supply mechanism of rural infrastructure in China. Finally, this paper puts forward the basic idea of perfecting the supply mechanism of rural infrastructure in our country in view of the problems existing in rural infrastructure.
