西藏行政审批制度改革研究

【摘要】：作为政府管理的重要手段之一,行政审批可以完美调控资源在政府、市场和社会三者之间的流通,但前提是相关行政审批制度符合当前的政治、经济和文化水平。西藏自治区现存的行政审批制度几经变革,但在一些方面仍然无法满足西藏自治区社会、经济和文化高速发展的需要。西藏自治区政府作为西藏自治区社会治理主体,背负着向全自治区提供高效、优质行政审批服务的重担。西藏自治区各级政府都应该在履行好自身行政审批职能的同时,将行政审批科学化、时代化和人文化。其改革的核心是削减、合并审批项目,优化行政审批环节,从而达到提高行政审批效率的目的,在此基础上还需提高相关行政审批机构的服务水平。本文在全国行政审批制度改革的大背景下,研究西藏自治区在行政审批制度中存在的不足,为建立和完善西藏自治区政府的行政审批制度提出建设性意见。论文对西藏现行的行政审批制度集中从行政审批程序、行政审批权限和行政审批服务大厅三个方面进行了分析,发现存在的问题主要有:前置条件设置不科学、审批程序运行不规范、告知体系建设不完善、审批部门权限不一致、服务大厅效率不达标等,从地方领导重视不够、行政审批制度滞后、审批部门职能错位、审批监管乏力等方面分析了问题产生的原因;其次对国内外行政审批制度的现状和相关改革措施进行了分析,从而得出有效的借鉴。最后,提出了完善西藏政府行政审批制度的对策,针对存在的主要问题,分别从优化行政审批程序、简化行政审批前置条件、规范行政审批流程、简化行政审批程序、完善电子政务系统、明确部门间的行政审批权责、明确部门内部行政审批权责、完善告知体系、健全监督机制几个方面提出了对策建议。总而言之,新时期下,对西藏自治区行政审批程序建设的研究,不仅有利于提高西藏自治区各级政府的公共服务水平,同时也有利西藏高效型和服务型政府的建设工作的开展和完善。
[Abstract]:As one of the important means of government management, administrative examination and approval can perfectly regulate the circulation of resources between government, market and society, but the premise is that the relevant administrative examination and approval system conforms to the current political, economic and cultural level. The existing administrative examination and approval system of the Tibet Autonomous region has undergone several changes, but in some respects it is still unable to meet the needs of the rapid social, economic and cultural development of the Tibet Autonomous region. As the main body of social governance, the government of Tibet Autonomous region is burdened with the burden of providing efficient and high-quality administrative examination and approval services to the whole autonomous region. The governments of Tibet Autonomous region at all levels should perform their own functions of administrative examination and approval, and at the same time, make the administrative examination and approval scientific, contemporary and human culture. The core of its reform is to reduce, merge the examination and approval items, optimize the administrative examination and approval links, so as to achieve the purpose of improving the efficiency of administrative examination and approval, on the basis of which, it is necessary to improve the service level of relevant administrative examination and approval agencies. Under the background of the reform of the national administrative examination and approval system, this paper studies the deficiencies in the administrative examination and approval system of the Tibet Autonomous region, and puts forward constructive suggestions for establishing and perfecting the administrative examination and approval system of the Tibet Autonomous region government. The paper analyzes the current administrative examination and approval system in Tibet from three aspects: administrative examination and approval procedure, administrative examination and approval authority and administrative examination and approval service hall. The examination and approval procedure is not standardized, the construction of the notification system is not perfect, the authority of the examination and approval department is not consistent, the efficiency of the service hall is not up to standard, and so on. The causes of the problems are analyzed in the aspects of weak examination and approval supervision. Secondly, the present situation of the administrative examination and approval system at home and abroad and the relevant reform measures are analyzed, and the effective reference is obtained. Finally, the paper puts forward some countermeasures to perfect the administrative examination and approval system of the Tibet government. In view of the main problems, it respectively optimizes the administrative examination and approval procedure, simplifies the administrative examination and approval prerequisite, standardizes the administrative examination and approval process, and simplifies the administrative examination and approval procedure. Some countermeasures and suggestions are put forward to improve the system of electronic government affairs, clarify the power and responsibility of administrative examination and approval between departments, clarify the power and responsibility of administrative examination and approval within departments, perfect the system of informing, and perfect the supervision mechanism. In a word, in the new period, the study on the construction of administrative examination and approval procedures in the Tibet Autonomous region is not only conducive to improving the public service level of the governments of the Tibet Autonomous region at all levels, It is also conducive to the development and improvement of Tibet's efficient and service-oriented government.
